MINUTES OF THE MEETING HELD ON 18.12.2015 WITH THE NATIONAL UNION OF POSTAL CIVIL WING NON GAZETTED EMPLOYEES

The Superintending Enigneer(Civil) has invited the union representatives for the meeting.  The following have attended the meeting.

The following points have been discussed and the decisions taken are as follows :-

1. Issue of guidelines in Rotational Transfer:

The Union represented that the Gr.C cadre transfers are to be restricted to the jurisdiction of the concerned state.  The Superintending Engineer has suggested the General Secretary to take frame a suitable criteria for transfers for the entire circle which should be within the existing administrative rule and meet the working requirement of the circle.

2. Declaration of Probation of Staff :

Union representatives pointed that probation of staff is not declared from the past fifteen years and above.  The Superintending Engineer intimated the union that the staff may give representations whose cases are to be cleared and necessary action will be taken accordingly.  Regarding the training to be imparted to the Junior Engineers as per their appointment order the union representatives intimated that CPWD is conducting the training for their JEs at Bangalore and our JEs can also be sent there for training.  The Superintending Engineer informed that this being a policy matter decision has to be taken at appropriate level.

3. Clearance of MACP cases:

The Superintending Engineer informed the union representatives that no cases are pending for clearance in this circle.

4. Promotion of MTS as WC Gr.I:

The Superintending Engineer has intimated that there are no posts in this quota for filling up from MTS

5. Filling up of vacant posts of MTS:

The Superintending Engineer has intimated that the Directorate has to give clearance for filling up the vacant posts in this cadre as at present the Circles are given powers to fill up the posts from Temporary Status Casual Mazdoors.  All the Temporary Status Casual Mazdoors in this circle have been appointed in MTS cadre.

6. Filling up of D'man posts:

The Superintending Engineer informed that there are no Recruitment Rules available in this cadre to take required action.

Indefinite strike from 1st week of March

All Branch/Division/ Circle secretaries requested to hold DEMONSTRATIONS on 19th, 20th, and 21st January 2016 at work places and hand over the copy of the NCA letter to the Head of Division on 30/01/2016 for onward transmission to Cabinet Secretary demanding immediate settlement of the issues.
NJCA will meet on 8th February 2016 to decide of commencement of indefinite strike.

PRESS RELEASE

    All the Central Government Staff were eagerly waiting for an enhancement of their pay and perks till the 7th CPC submits its report.  But the 7th CPC has submitted a report which is retrograde and anti-employee in nature.  We strongly condemn the report and request the Government to consider the same with a positive approach towards their employees.  Even though the 7th CPC projected that there is 23% percent of increase in the salaries of the central Government employees but in actual the MTS Staff and Postmen working in the Department of Posts will get `300/- less in their salary they are presently drawing if it is implemented as it is.  The Pay Commission has omitted various establishments in various departments to consider their demands as is done to the Postal Civil Wing in the Department of Posts*. We, therefore, request the Government of India to consider the report with a positive approach to the employees.

TODAY IN THE MORNING HOURS GENERAL SECRETARY ATTENDED THE PJCA MEETING HELD AT NFPE OFFICE AT NORTH AVENUE ALONGWITH PRESIDENT AND SECRETARY GENERAL,FNPO AND GOT INCLUDED IN THE COMMON MEMORANDUM REGARDING NON CONSIDERATION OF 7TH CPC IN RESPECT OF CIVIL WING. 

OUR SECRETARY GENERAL HAS PRESENTED THE ISSUES OF CIVIL WING IN POSTAL JCM MEETING CHAIRED BY THE SECRETARY AND GOT ASSURANCE FROM THE DEPARTMENT THAT THE MATTER WILL BE EXAMINED CAREFULLY AND NECESSARY RECOMMENDATIONS WILL BE MADE TO THE GOVERNMENT

IN THE AFTERNOON GENERAL SECRETARY ATTENDED THE MEETING CHAIRED BY THE SECRETARY AND PRESENTED THE COMMENTS ON THE 7TH CPC REPORT.  SINCE THERE WAS NO MENTION IN THE REPORT THE MATTER WAS BROUGHT TO THE NOTICE OF CHAIRMAN & SECRETARY(P) AND MEMBERS POSTAL BOARD WERE PRESENT. ALL WERE HAVE SUPPORTED OUR GRIEVANCES AND ASSURED TO LOOK INTO DETAIL AND NECESSARY RECOMMENDATIONS WILL BE SENT TO THE GOVERNMENT.  THE MEMORANDUM SUBMITTED BY US WILL BE CONSIDERED BY THE DEPARTMENT.  IT HAS ALSO ENSURED THAT THE CADRE REVIEW COMMITTEE RECOMMENDATIONS WILL BE DEALT BY THE DEPARTMENT IMMEDIATELY AND EXPECTED TO IMPLEMENT BEFORE THE 7TH CPC IMPLEMENTATION.

GENERAL SECRETARY ALONG WITH SHRI T.N.RAHATE PRESIDENT FNPO & GS, NUPE P-IV UNION MET THE MEMBER (PERSONNEL), MEMBER(BANKING), MEMBER(TECHNOLOGY), DIRECTOR (SR) AND DISCUSSED THE PAY COMMISSION RECOMMENDATIONS.  MEMBER(BANKING) HAVE SOUGHT THE CO-OPERATION OF STAFF UNIONS FOR SUCCESSFUL IMPLEMENTATION OF ATAL PENSION YOJANA AND NEW INSURANCE SCHEME INTRODUCED BY THE GOVERNMENT THROUGH POST OFFICES WHICH CAN REACH TO THE DOWNTRODDEN AND RURAL AREAS OF THE COUNTRY.  WE HAVE ASSURED THE CO-OPERATION FOR THE SAME PROVIDED THE VACANCIES OF STAFF IN ALL CADRES ARE FILLED UP AS REQUIRED.

              With reference to the Directorate’s letter No.7-1/15-PCC dated 26.11.2015 and with utmost respect, we for and on behalf of our Union like to place the following facts for the favourable consideration and accord a favourable recommendation.
              Our Union has submitted a memorandum before the Hon’ble Seventh Pay Commission in detail. But it is astonishing that the Commission have neither considered the memorandum nor the personal hearing along with the Federation in the case Civil Wing of the Postal Department.  The report submitted before the Government by the Commission does not have any mentioned about the Postal Civil Wing which is highly condemnable and we reiterate our demands before your kind self for according proper attention to the Civil Wing Staff as we have no other alternative now till another pay commission is appointed which may take another ten years or so. We made the following demands before the Commission which have been ignored by them.   

1.  JUNIOR ENGINEERS (Civil & Electrical)

The actual executors of the works are being these category and the number of posts are very less in the Department hence their jurisdiction lies approximately 200 square kilometres in plain areas and even whole state in the North Eastern Sector.  Wherever the works are being carried out these category staff has to run almost once in every day in each site.  As such they cannot depend upon the public transport system for each travel as they may not reach the sites at the required time.  Most of the officials are maintaining their own vehicles and they have to meet the expenditure from their pockets every day.  Even though they are eligible for the travelling allowances as per actual, their expenditure runs beyond the eligibility criteria fixed by the Government.  Considering their loss, it may be proposed to grant an ex-gratia petrol allowance of `3000/- per month over and above the present transportation allowance for meeting
their expenditure which may increase their output in the service.

2.  DRAUGHTS MAN GRADE-I & II

As per the norms of the Government, in each every Divisional Office should have a draughtsman.  Their responsibility is to help the Executive Engineer/Superintending Engineers in discharging their duties effectively in the office and sites.  The Vth and VIth Pay Commissions have made clear cut recommendations for the appointment of Draughtsman cadre by direct appointment/promotion from Group-D officials of the Departments.  But the Postal Department has not made any effort to recruit/promote the eligible candidates to the grade of Draughtsman hence 99% of the posts are lying vacant.  It is therefore prayed this Hon’Ble Commission to make effective recommendation for appointment from open examination and also to promote the eligible MTS Staff to the cadre of Draughtsman.

3.  OFFICE SUPERINTENDENTS :

The office superintendent category is available now in the Civil Wing being posted in the office of Chief Engineer/Superintendenting Engineers and they are responsible for maintaining the cadre and administrative matters of the Civil Wing Staff including the Class-I Engineers and the ministerial/technical posts.  But they are placed now in the PB-II with grade pay of `4200/- which is unjustifiable.  As per higher responsibilities held by them the posts of Office Superintendents should have at least be placed in Gazetted Rank and at the pay scale of `7500-200-12000 since 01.01.2006 (new scale) and PB-II with a grade of `4800/-.  The same has already been recommended by the Cadre Restructuring Committee of the Department.

4.  ASSISTANTS/HEAD CLERK

The Assistant category is available now in the Civil Wing being posted in the office ofExecutive Engineers and they are in-charge of office.  But they are placed now in the PB-II with grade pay of `4200/- which is unjustifible.  As per higher responsibilities held by them the posts of Assistants should have at least be placed in Gazetted Rank and at the pay scale of `5500-200-9300 since 01.01.2006 (new scale) and PB-II with a grade pay of `4600/-.    The same has already been recommended by the Cadre Restructuring Committee of the Department

5.   WORKS CLERK GRADE-I & II

These posts should be combined and placed equivalent to the post Postal Assistants/Sorting Assistant and placed at pay scale of `4000-100-6000 since 01.01.1996(new scale) and PB-II at grade pay  `2400 at the initial appointment.  For the justification it is stated that in to 5th Pay Commission the Postmen cadre which required only eighth class qualification were placed at `875/- and on acceptance of the VI the Pay Commission recommendation the Postman cadre has been placed in the pay scale of 3050-75-3950-80-4590 and the Works Clerk Grade-II was also placed at the same pay scale and the action of the Department was highly discriminatory as the qualification for the appointment for Works Clerk Grade-II is required as +2 pass and to qualify All India competitive Examination conducted by Staff Selection Commission.  The pay scales as recommended by the Cadre Restructuring Committee may be considered with effect from 01.01.2006 and also these category of staff should not be placed under the inter-state transfer liability considering their lower pay and their difficulty for maintaining two or three establishments.

6.   STENOGRAPHERS :

All the stenographers in the Civil Wing are attached with the sensitive post like Chief Engineers/Superintending Engineers/Executive Engineers as such they are dealing with highly sensitive matters and as such they should be rewarded with better pay package and promotional aspects.  The initial appointment to the Stenographer should be at PB-II with grade pay of `4800/- and on completion of six years they should be placed at PB-2 with grade pay of `5400 with effect from 01.01.2006.  The post attached with the Chief Engineer should be equivalent to Private Secretary in PB-3 with grade pay of `6600/-

7.  MULTI TASKING STAFF – GROUP-C

The multi tasting staff attached to Civil Wing are placed in the sensitive offices hence they should be rewarded accordingly with PB-I with grade pay of `2000/-  with effect from 01.01.2006.

8.   To include the Electrical Wing Cadre officials in Civil Wing of Department of Post.

          The following cadres are available in electrical wing which are working for Department of Post like Technician, Wireman, Mechanical Workman however these cadres are yet to be included in the cadre list of Department of Post.
9.        Nature of work performed by Technician/ Wireman/ Mechanical Workman.
        Work includes the following nature like, maintenance of Lights, Fans, Genset operation, A/C unit operation, Motor Pump operation of Department building Post Offices, Rented building Post Offices, Staff Quarters, Inspection Quarters, Officer’s Quarters, and Training Centre.
10.     Cadre restructure of Mechanical workman.
          The existing cadre of Mechanical workman needs to be changed as Assistant Wireman since he also performs the duties like, maintenance of Lights, Fans, Genset operation, A/C unit operation, Motor Pump operation of Department building Post Offices, Rented building Post Offices, Staff Quarters, Inspection Quarters, Officer’s Quarters, and Training Centre.
11.     Cadre wise Promotion for Technician/ Wireman/ Mechanical Workman.
        Since the cadres of Technician, Wireman, Mechanical Workman are performing technical and risk job, the existing promotion like MACP-I (10 years) , MACP-II(20 Years) and MACP-III (30 years) need to be changed as MACP-I (8 years) MACP-II(16 Years) MACP-III (24 years) like upto total 5 stages of promotion to the maximum of 40 Years.

12.     Automatic Promotion for Technician/ Wireman/ Mechanical Workman without examination.
        If any person retires as Technician the next cadre of Wireman staff according to eligibility/Seniority, willingness the vacant post of retired Technician need to be filled up automatically, like wise for Wireman that is the next cadre of Mechanical Workman staff according to eligibility/Seniority, willingness the vacant post of retired Wireman need to be filled up automatically.
13.        Increase in Fixation of cadre wise pay scale
        Pay band / Grade Pay of Technician, Wireman and Mechanical Workman need to be hiked 5 times of the existing Pay band / Grade Pay.  Since the above said cadres are performing risk involved job and their pay is very meagre, their Pay need to be increased as mentioned above in the upcoming 7th Pay Commission.
14.        Risk Allowance for Civil/Electrical Maintenance staff - Technician/ Wireman/ Mechanical Workman.
 Work performed by the civil/electrical maintenance staff which involves risk in the following duties like maintenance of high raised buildings, Lights, Fans, Genset operation, A/C unit operation, Motor Pump operation of Department building Post Offices, Rented building Post Offices, Staff Quarters, Inspection Quarters, Officer’s Quarters, and at Training Centre need to be appreciated by provision of risk allowance of Rs.1000/- per month and in case of any major accident or death on duty the Department need to give a sum of Rs.15 Lakhs as compensation separately
15.        Provision of Traveling Allowance for Electrical Maintenance staff - Technician/ Wireman/ Mechanical Workman.
        As the Electrical maintenance staff duties which involves outdoor electrical maintenance duties of Post Offices, Staff Quarters etc, their claim of TA (Traveling Allowance) bill need to be sanctioned without any restriction.
                   We hope we have placed only genuine demands required for our cadre and hope it will be acceded and also grant with a hearing in person from our Union if feel necessary by the Department.

The government has formed a committee to review pay structure and social security benefits provided to 'gramin dak sevaks'.


The one-man committee will review and suggest changes in existing wage structures, facilities and other social security benefits provided to 'gramin dak sevaks' (GDS), according to a notification by the Communications and IT Ministry.Gramin dak sevaks are extra-departmental agents recruited by the postal department to serve in rural areas.

They have been demanding pay and facilities at par with regular postal department employees.

"The question of examining the conditions of service and emoluments and other facilities available to the Gramin Dak Sevaks (GDS) has been under the consideration of the Government of India for some time.

The Government has now decided to set up a one-man committee for the purpose," the notification dated November 19 said.

The Committee headed by Retired Member of the Postal Services Board Kamlesh Chandra will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary, it said.

All India GDS Union last week had demanded that the panel should be formed under retired Supreme Court or High Court judge and not under chairmanship of a retired officer.

In the letter to Secretary, Department of Posts, the union said that it will go on one-day hunger strike on November 27 at divisional offices, at circle offices on December 4 and in New Delhi on December 10 if the demand is not met.

The committee will examine the system of branch post offices, employment conditions and the existing structure of wage and emoluments paid to GDS and recommend necessary changes.


It will also "examine and suggest any changes in the method of recruitment, minimum qualification for appointment as Gramin Dak Sevaks and their conduct and disciplinary rules, particularly keeping in view the proposed induction of technology in the Rural Post Offices", the notification said.The Committee will function for a period of one year.

AS ALL ARE AWARE THAT THE PAY COMMISSION HAS SUBMITTED ITS REPORT ON YESTERDAY TO THE GOVERNMENT.  ON GOING THROUGH THE REPORT PUBLISHED IN THE WEBSITE, THE HON'BLE COMMISSION HAS IGNORED ALL OUR DEMANDS EITHER SUBMITTED BY FNPO OR BY OUR UNION HAVE NOT BEEN TAKEN INTO CONSIDERATION.  ESPECIALLY THE COMMISSION HAS NOT TURNED UP TO THE ISSUES RELATING TO THE POSTAL CIVIL WING EVEN THOUGH LOT OF EFFORTS HAVE BEEN TAKEN BY OUR UNION TO SUBMIT MEMORANDUM AND ATTENDING THE HEARING ETC. ETC.  IT IS THEREFORE WE CONDEMN THE RECOMMENDATIONS OF VII TH PAY COMMISSION AND REQUEST THE GOVERNMENT ESPECIALLY THE DEPARTMENT OF POSTS TO CONSIDER OUR DEMANDS. WE SHOULD GIVE ALL SUPPORT TO THE FNPO ACTIVITIES IN THIS MATTER AS AND WHEN CALLS OF FEDERATION ARE ISSUED. WE INVITE THE COMMENTS OF ALL STAFF MEMBERS WORKING IN THE CIVIL WING.

Subject :  Posting of Junior Engineer(Civil) in Postal Civil Sub-Division, Calicut,Kerala
Sir,
              With due regards, we would like to place the following for your kind consideration and necessary intervention in the matter.

              Consequent upon the transfer of one Junior Engineer out of two posted at Postal Civil Sub-Division, Calicut, Kerala only one Junior Engineer is left behind in the Sub-Division as the substitute posted to this Sub-Division has not yet been joined even after six months.  The Calicut sub-division is having the jurisdiction of one third land area of Kerala State and covering five revenue districts 10 Postal Divisions.  In these area the administrative approval and expenditure sanction were issued by the competent authority for 1.14 crores (approx.) for 38 works under plan head and tenders have been awarded or being awarded. The single handed female Junior Engineer  cannot manage the work by travelling to all the 38 sites even if she travels day in and out.   No maintenance works are being taken up by the Civil Wing due to non-availability of the required junior engineers. 

              In the meantime the Chief Engineer has issued the transfer order of Assistant Engineer from this Sub-Division without posting a substitute.  Without Assistant Engineer no booking of the expenditure under plan head is possible as the work should be test checked by Assistant Engineer up to the extent of 50% as per the formalities and the Junior Engineer cannot prepare the bills of the work without Assistant Engineer.  Due to these reasons the contractors who have completed the works are not getting payment which may attract litigation and no contractor is turning up for new works.

              If the situation persists no expenditure will be booked by the Sub-Division before the third quarter of the financial year.

              In view of the above, it is requested to intervene in the matter and direct the Chief Engineer to post an Assistant Engineer and one or two Junior Engineers in Postal Civil Sub-Division, Calicut immediately to avoid lapse of funds as well as the hiring of the private buildings etc. for Post Offices and also to avoid stalling of developmental works under Plan head and maintenance works.

Meetings of Departmental Council are essential in resolving differences between Government and the Staff Side

DoPT issued an office memorandum regarding the functioning of Departmental Councils and it mentioned that the meetings of Departmental Council are essential as they help in resolving differences between Government and the Staff Side.

The undersigned is directed to refer to this Departments D.O. letter of even number dated 23.07.2012 (copy enclosed) regarding holding of meetings of Departmental Councils regularly with a view to make effective use of Joint Consultative Machinery (JCM) Scheme. Secretary, DoPT, had also vide his DO letters of even number dated 03.12.2012, 26.07.2013 and 17.02.2015 requested to promote this interaction more proactively through regular meetings of Departmental/Office Councils under the Ministry/Department.


The JCM Scheme provides for Departmental Councils at the level of individual Ministries/ Departments, including their attached and subordinate offices. The Staff Side of JCM, however, has been remonstrating that regular dialogue with the Staff Side through the mechanism of Departmental Councils at Ministry/Department level is not happening. Meetings of Departmental Council are essential as they help in resolving differences between Government and the Staff Side.

It is requested that suitable instructions may please be issued to hold meetings of Departmental Councils on regular basis.

The Department of Posts has decided to invite entries from citizens to design a postal stamp on the theme ‘Vibrant India’ to be launched on Republic Day in New Delhi.
“As per the directions of the Prime Minister, it has been decided to organise a ‘Republic Day 2016 – Stamp Design Competition’ at the national level. The entries with regard to the above competition will be received and judged by the Department of Posts headquarters at Delhi,” a statement issued by the office of the Chief Postmaster General of Maharashtra and Goa circle said.
“The theme of the said contest is, ‘Vibrant India’ and the contest will be open to all citizens of India up to November 30. The rules to participate have been posted on India Posts’ website,” it said.
Cash prizes
There will be cash prize of ₹10,000, ₹6,000 and ₹4,000 for the top three winning entries that would be unveiled on Republic Day (January 26).
While stipulating the rules for taking part in the contest, the department has said that the entries should be in original design and it could be in ink, water colour, oil colour or any other medium.
But computer printed entries or printouts will not be entertained. However, participants would be free to use drawing paper, art paper or any other type of white paper of A4 size, it added.

It has also stipulated that the design of the entry should be on A4 size paper and visually appealing and it should be reached at ADG (Philately), Dak Bhawan, Parliament Street, New Delhi before November 30.

MESSAGE OF DIRECTOR GENERAL ON WORLD POST DAY

As we celebrate World Post Day today, we can look back with satisfaction on a rich history of transformation in the Post, which has always been able to find its place in the world market. Indeed, the Post can pride itself on being the oldest medium of communication, one that still plays a key role in the sending of information and goods.
From liberalization to privatization and the emergence of competition, the Post has faced many challenges to its survival, but none so daunting as the development of modern information technology. Today, the traditional postal business line – letter post – has been greatly challenged by faster and more efficient ways of communication thanks to advancements in information and communications technologies.
However, successful Posts have taken these challenges as opportunities to innovate and establish new market segments, understanding that a faster and more efficient communication medium is actually what the Post needs in order to build a new business value chain.
The transformation has not come easily. Indeed, there are still many Posts that have yet to take full advantage of new technologies to improve their business performance. Nevertheless, the message is loud and clear: the survival of the Post hinges on its ability to quickly change and innovate. Customer expectations, needs and tastes are changing, and the Post must change as well to meet these new demands.
With that realization, the Universal Postal Union, in its draft World Postal Strategy for 2017–2020, has identified postal industry reform as the key driver for the future. In its blueprint, Vision 2020, the UPU focuses on Innovation, Integration and Inclusion as the main factors that will drive postal business in the future.
The reality is that the future of the Post strongly depends on its ability to innovate and create new products and services. One of the keys to innovation will be the Post's capacity to embrace new technologies and transfer its trusted brands into the digital space. To achieve this, it will be critical for the Post to develop digital competencies, along with the relevant regulatory frameworks that will support the new environment.
For successful integration, the Post will need to build a seamless network that is connected both virtually and physically, and that has a local and international presence. Full integration calls for the involvement of all key players in the postal supply chain, including customs and transport, and the facilitation of cross-border e-commerce.
With the United Nations' new Sustainable Development Goals, which have been embraced by world leaders, the Post today has an even more relevant role to play as an infrastructure for development. Given its universal nature, the Post is best placed to drive the economic, social, financial and digital inclusion of all citizens of the world. Through its vast network, the Post should target micro, small and medium-sized enterprises as well as the unbanked population as a new business frontier and create appropriate products to support the market. Achieving success in this area is one of the best ways to ensure the achievement of the Sustainable Development Goals, for the benefit of the global community.
The future of the Post starts now. We must all work towards creating products and services that meet the needs of our current and future customers. Let us focus on innovation, integration and inclusion in our business to create a strong Post for the future. Only in doing so will the Post be able to achieve success and maintain its place in the world market, with a presence that continues to be visible and relevant.

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.7.2015

The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/2/2015-E-II (B) dated 18th September, 2015 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 113% to 119% with effect from 1st July, 2015.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-II(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.
