ITEMS FOR DEPARTMENTAL JCM

CONSTITUTION OF JCM IN CIVIL WING :
As it is aware, the Postal Civil Wing is functioning in the Department as a separate establishment under the Chief Engineer at the Directorate level and Superintending Engineers at the Postal Civil Circle without having any administrative control by the Circle Chief Postmaster Generals hence the issues relating to the Civil Wing are not attended by any Chief Postmaster Generals or by the Regional Level JCMs.  It is, therefore, proposed that the Joint Consultative Machinery at the level of Chief Engineer at the Directorate level and Superintending Engineers at Circle Level should be constituted so as to enable the Unions can present their grievances officially and sort out the various issues relating to the administrative issues.
NEGLIGENCE OF ISSUES TAKEN UP BY UNION IN CIVIL WING:
During the last verification process, the National Union of Postal Civil Wing Non Gazetted Employees (FNPO) has secured the Departmental Recognition.  The General Secretary had been taking various issues before the Department but the administration of Civil Wing have not even acknowledging any letter or taking up necessary actions and conveying the final decision of the Department.  This is highly objectionable and denial of trade union facilities provided by the Government/Department.
RE-ORGANISATION OF CIVIL WING:
On bifurcation of the Department of Posts & Telecom, very meager number of Civil and Electrical Divisions were sanctioned for the Department considering then situation of the Department of Posts.  But the present day situation warrants more strengthened Civil Wing to meet the requirement of infrastructural development of the Department.  Hence, it is proposed to constitute a Committee for studying the re-organisation of Civil Wing including the representatives of the recognized Unions.
CADRE RESTRUCTURING OF CIVIL WING EMPLOYEES:
A committee headed by Shri Lokesh Mehta, Superintending Engineer(HQ) was constituted by the Department and the Committee has submitted its report on 16.3.2015.  The same has not yet been accepted yet.  Necessary action to accept the same may be initiated at the earliest.

CLEARANCE OF PROBATION OF NEWLY RECRUITED JUNIOR ENGINEERS
The recruitment to posts of Junior Engineers Civil & Electrical were commenced as long back as 2010. But the Superintending Engineers are not issuing the clearance of probation period of the incumbent even though they are eligible for confirming in the grade on completion of two years as per the existing orders of the Government.  The reason for non-issue of the clearance of probation period is due to the reason that these incumbents have not undergone the training as stipulated in the appointment orders.  In this connection it is submitted that the Department has not made any arrangement for undergoing the training by the Junior Engineers either by the Department of Posts or by out sourcing the same through other Department like CPWD.  The prolonging of the declaration of confirmation and clearance of probation may effect the their career prospects.  It is therefore the matter may be considered with utmost urgent basis.
TREATING THE STENOGRAPHERS AS A COMMON CATEGORY
It is pertinent to note that the modes of recruitment of the Stenographers are one and the same in Subordinate as well as in Central Secretariat Services.  It is through a common competitive examination conducted by the Staff Selection Commission (SSC), Govt of India, on an All India basis. The pay scale is the same for Secretariat and non-Secretariat service at entry grade.  Further it is nowhere mentioned in the notice issued by SSC at the time of recruitment that  the pay structure will be fixed at different scales of pay depending on the place of posting i.e. Central Secretariat or Subordinate offices. Being “COMMON CATEGORY” fixing different Pay Scales based on the place of work is against the principle of ‘Equal  pay for Equal work’.  VI CPC recommended for treating stenographers in field offices and Central Secretariat equally.  Govt. also accepted parity upto the level of Personal Assistants in both field and CSSS cadre.  But it has not been implemented.  There should not be different cadre in stenographers. All benefits and promotional avenues entitled to CSSS cadre should be given to subordinate office stenographers
APPOINTMENT OF DRAUGHTSMAN IN CIVIL DIVISIONS:
As per the information available, there are no Junior Draughtsman is at present working in the Civil Wing.  The post of Draughtsman carries higher responsible duties in the Division Offices which is at present looked after by the unqualified ministerial staff.  The recruitment rule for the Draughtsman has also not been framed yet as per the requirement of VI CPC.  The MTS i.e. then Group-D who are having qualifications are not also promoted to the post of Draughtsman.

DEPARTMENTAL PROMOTION OF MTS
The department has sought information regarding the working MTS who possess 12th Class pass vide letter No.10/10/2010/CWP dated 17.09.2010 but no further action has been taken and directions to concerned Superintending Engineers are pending till date hence the eligible promotions have been denied to the MTS.
HOLDING OF REGULAR MACP SCREEDING COMMITTEE
The standing instructions of the Department of Personnel & Training OM No.35034/3/2008-Estt(D) dated 19.05.2009 the Screening Committee should meet twice in every year – January and July – but in our Wing is not following the instruction.  Hence, the SEs. May be directed to follow strictly to avoid delay in getting the benefits to staff members
UPGRADATION OF GRADE PAY TO WIREMAN
The up-gradation of grade pay to wire man cadre in the Department is pending in various offices due to non-availability of clear cut clarification regarding the type of training they required to be acquired for up-gradation of grade pay.
GRANT OF SELECTION GRADE PAY TO LIFT OPERATORS
As per the judgement of Hon’ble Court the Department has extended the benefit of Selection Grade to Shri K.L.Tiwari, Lift Operator vide letter No.3-2/2013-CWP/627 dated 03.06.2013 and subsequent clarification of even no.945 dated 17.06.2014.  But there are number of Lift Operators who are eligible for the same benefit is available in the Department.  The benefit as extended to Shri K.L.Tiwari, Lift Operator petitioner in the Court Case to all others also to avoid litigation and time loss
POSTING OF MINISTERIAL STAFF IN THE HOME STATE ITSELF
At present the cadre ministerial cadre is divided as Assistant/Works Clerk Grade-I/Grade-II.  Even though we have placed before the Cadre Restructuring Committee to bring all these cadres at par with the Postal Assistants and if the same is accepted by the Department the implementation may consume lot of time as it requires consultation with other Departments also.  Till such time, the transfer and postings of the Grade-I and Grade-II clerks may be restricted within the Home State by interchanging the posts with Division and Sub-Division offices under the co-ordination circles.  Further, the WC Grade-I clerks  may also be incorporated in the Rule-38 transfers within the Department.

Sub : Declaration of results of direct recruitment of P.As & S.As -
Regarding. Ref :Your letter No. A-34013/05/2014-DE dt. 27-4-2015. * * *

Madam
Please recall our discussion on the subject. Now nearly one month has passed and no further information is emanating from the Directorate. The Department has conducted centralised examination in order to recruit PAs and SAs the through outsouring. A good number of candidates have been recruited out of the above examination. The selcted candidates have not been issued order of appointment and their selection is kept in abeyance except candidates selected from the Circles of Bihar, Delhi, Himachal Pradesh, Madhya Pradesh, Maharasthra and U.P. The reason for keeping the appointment order in abeyance is not disclosed openly by the Department as on date. My Federation came to know that many selected candidates have resigned their jobs where they have been working prior to this selection. Now they are jobless and they are awaiting appointment orders from our Directorate. Further same of the selected candidates have planned to go to court of Law for getting the appointment orders released from the Department. If they approach the court, the method of recruitment will become for unnecessary comment by the Court. My Federation knows well that the intention of the present recruitment procedure. But keeping the appointment orders being not released in the case of some candidates creates suspicion among the public. In view the above, my Federation requests to take appropriate decision soon in order to put an end to the unnecessary goship on the part of the Department.

A line in reply is highly solicited.

Thanking you,

 Yours Sincerely,

(D. THEAGARAJAN)

Subject : Grant of selection grade pay to Lift Operators

Sir,
With utmost respect, we place the following for your kind consideration and necessary orders please.

As per the judgment of Hon’ble Court the Department has extended the benefit of Selection Grade to Shri K.L.Tiwari, Lift Operator vide Chief Engineer’s letter No.3-2/2013-CWP/627 dated 03.06.2013 and issued a subsequent clarification of even No.945 dated 17.06.2014.  But there are number of Lift Operators who re eligible for the same benefit is deprived off the benefit as they are not the petitioners in the Court Case.

As the employees who are deprived off the benefit are approaching us to resolve the issue administratively instead of litigation so that both the Department and employees can save their time, energy and financial implications for the litigation.

Hence we are requesting to reconsider the issue and of granting selection grade pay to Lift Operators as is done in the above said case.

              Thanking you,
Yours faithfully,

(K.SIVADASAN)
GENERAL SECRETARY

Copy to the Chief Engineer(Civil), Postal, Department of Posts, Dak Bhawan, New Delhi for favour of consideration

No Objection Certificate (NOC) is not now a mandatory requirement for government employees to get a passport.
To streamline and check the undue delay in getting passports to the government employees, the Ministry of External Affairs has relaxed provisions for issue of passport and asked the government employees to attach the copy of prior intimation letter submitted by the government employees to their controlling authority before applied for passport.
The Ministry of External Affairs has recently issued an Office Memorandum No.VI/401/01/05/2014 making the ‘Prior Intimation Letter’ valid proof like ‘No Objection Certificate (NOC)’ to obtain passport for government employees, public sector undertakings (PSU) employees and autonomous body employees.
Government employees, who applies for passport with ‘Prior Intimation Letter’, they do not need to police verification.
The above provision is applied for getting passport only not for VISA, the government employees are required to obtain ‘No Objection Certificate (NOC)’ from their departments concerned for getting VISA from foreign embassies for travelling abroad as per CCS (Conduct) Rules and the instructions have been issued by the Department of Personnel and Training (DoPT) from time to time.
