SECRETARY GENERAL, FNPO'S EMAIL TO ALL MEMBERS

2ND SEPTEMBER 2015 STRIKE - OUR FUTURE SURVIVAL
Appeal to Divisional Secretaries/Circle Secretaries of FNPO affiliated unions Importance of 2nd September 2015 Strike
Dear Colleagues,
You are aware that our Federation and its affiliated unions have issued strike notice on 17-8-2015 to participate in the 2nd September 2015 strike called by national trade union centres.
Our Federation is aware how our sister unions targeted our members during verification. We received hundreds of complaints from various corners complaining about the sister unions and their atrocities. The Federation is very well aware about the local issues. But we have to think globally and act locally. This is the time to go on strike at the national level.
If we choose to stay away from strike on the pretext of local animosity, we will be branded as anti-strikers sister unions are expert to propagate against us in this regard. Majority of innocent members always believe false propaganda of sister unions. We should not give room to them, We mentally satisfied with the demands which are placed by the national trade union centres, especially item No. 5 Minimum wage as Rs. 15000/- for Indian worker. Unless minimum wage is raised, we cannot demand Rs. 26000/- raise for Central Government employees. Like-wise, disinvestment, FDI and anti-labour laws are very important for indian Workers today. In regard to Part II now 7th CPC is going to submit its report in August/September 2015. But till date inclusion of GDS case in the 7th CPC purview has been rejected by the Government twice. This is unfair, unethical and unjust and we cannot accept the stand of the Government/Department. The Department/Government is always showing step-motherly treatment to the GDS employees.
In Railways, Income Tax Department Central Secretariat and other Central Government establishment, Cadre Restructuring has already been implemented. But in our Department it is still pending including MMS. This is the time to show our anger against the Government/Department. Our Federation therefore requests all our colleagues to go on strike on2nd September 2015. If the strike becomes successful, it will pave way for settling many issues across the table.
I request all our affiliated unions let us keep asideour differences with the sister unions for the time-being to achieve our main goal from the Government/Department. Unless we achieve the goal, we will not be respected by the members. Do participate in the strike and make the strike thundering success. This is for our future survival.

12
STENOGRAPHERS GRADE
It is pertinent to note that the modes of recruitment of the Stenographers are one and the same in Subordinate as well as in Central Secretariat Services.  It is through a common competitive examination conducted by the Staff Selection Commission (SSC), Govt of India, on an All India basis. The pay scale is the same for Secretariat and non-Secretariat service at entry grade.  Further it is nowhere mentioned in the notice issued by SSC at the time of recruitment that  the pay structure will be fixed at different scales of pay depending on the place of posting i.e. Central Secretariat or Subordinate offices. Being “COMMON CATEGORY” fixing different Pay Scales based on the place of work is against the principle of ‘Equal  pay for Equal work’.  VI CPC recommended for treating stenographers in field offices and Central Secretariat equally.  Govt. also accepted parity upto the level of Personal Assistants in both field and CSSS cadre.  But it has not been implemented.  There should not be different cadre in stenographers. All benefits and promotional avenues entitled to CSSS cadre should be given to subordinate office stenographers

Subject:  All India Conference of NUPCWNGE – Resolutions adopted during the conference.

Sir,
As notified by the Union, the All India Conference was held at Trivandrum from 29.07.2015 to 30.07.2015.  During the delegate session, following resolutions were taken up for discussion and it was passed unanimously.
1.   RAISING RETIREMENT AGE :

The union observed and resolved that the life span citizens of the entire country have been increased considerably due to better health consciousness and medical support.  Hence the retirement age also to be raised to 62 years considering better health status of the central government employees.  It is therefore requested that the matter may be taken at the appropriate level.2.   TRANSFER POLICY OF GROUP-C STAFF INCLUDING JUNIOR ENGINEERS
A resolution was moved regarding the transfer policy of Group-C staff i.e. Junior Engineers and ministerial staff.  As per the present transfer policy of Group-C employees including Junior Engineers they were transferred out of their home state or settled state.  As a whole of Postal Department this kind of transfer policy is existing only in Postal Civil Wing. The Group-C staff are a meagre paid employees and they are facing enormous difficulties to themselves and their family too. They are getting handicapped in their moral support to their families and attending the education of children also.  Moreover they are unable to maintain two establishments at two places.  Hence, it is resolved that the present transfer policy of Junior Engineers and ministerial staff falling under Group-C may be modified to the extent that the transfers are
restricted within either at home state or at the settled states. Hence the resolution after a long deliberation declared passed. The matter may be taken up with the concerned.

3.           DECLARATION OF CONFIRMATION IN THE POST OF JUNIOR ENGINEERS:

The Department has not issued the clearance of probation order in respect of newly recruited Junior Engineers (Civil/Elect) in the Postal Civil Wing since 2006 due to non-completion of training as stipulated in their appointment order. In this connection it is brought to kind notice that there is no facility for training have been organised by the Department as such it is not the fault of the individual employees.  It is, therefore, resolved that the Department may relax the condition of passing the Departmental Examination until the facility for imparting training is organized by the Department.

4.           RECRUITMENT OF DRAUGHTSMAN:

Even though the post of Draughtsman carries higher responsibilities in the Postal Civil Wing but no recruitment had taken place since its reorganisation and the work of technical nature are looked after by the ministerial staff who do not possess any technical qualification.  It is, therefore, resolved that the recruitment to the grade of Draughtsman by promotion to the eligible MTS and by direct recruitment so as to relieve the ministerial staff from their anxiety.

5.           ASSIGNING ADMINISTRATIVE POWERS TO OFFICE SUPERINTENDENTS

As on date the Office Superintendents are not assigned with any administrative powers in the offices of Chief Engineer/Superintending Engineers and functioning as a senior clerk only.  Hence, it is resolved that the administrative powers on routine matters of non-gazetted employees under the jurisdiction of the concerned office may be assigned to them.

6.           GRANTING OF MACP AT PROMOTIONAL HIERARCHY GRADE PAY:

The Civil Wing where there is LDC/UDC pattern is followed and promotional avenue is also very less.  Hence granting of MACP to them in the hierarchy of grade pay is facing a heavy monetary loss. As such it is resolved that the MACP may be allowed on the basis of promotional posts hierarchy grade pay.

7.           FORMATION OF COMPLAINT REDRESSAL FORUM

As on date there is no complaint grievance cell is functioning under the Postal Civil Wing as in the other units of the Department.  Even there is no women’s cell which is mandatory as per the latest orders of the Government.  Now there is no authority or forum is available in the Postal Civil Wing to deal with the complaints and grievances of staff working in the Civil Wing.  Hence it is resolved that the Department may constitute a complaint cell as well as wormen’s cell in the Civil Wing with appellate authority at the earliest.

8.             IMPLEMENTATION OF REPORT OF CADRE RESTRUCTURING COMMITTEE

The subject Committee Meeting resolved that the Department may be requested to implement the Report of Cadre Restructuring Committee submitted as on 10.02.2015 at the earliest.  However, it is also resolved that the pay structure proposed by the Committee should be implemented with effect from 01.01.1996 instead of 01.01.2006 as is done in the Postal Department in the case of Postal Assistants and Sorting Assistants.  This may also be considered at the earliest.

9.                 CONSTITUTION OF REORGANISATION COMMITTEE

The Postal Civil Wing was constituted on bifurcation of P&T Department but at that time there was no actual study were not conducted about the requirement of the offices.  Hence nowadays the Department is facing lot of difficulties to execute the work and utilisation of Plan and Non Plan allotments under the Building and modernisation of infrastructures in the Department.  Hence the Committee resolved that the Department may be requested to constitute a reorganisation committee for reviewing the requirement of civil wing offices all over the country.

It is now requested that the resolutions passed by the conference of our union may kindly be considered at the appropriate level and disposed off.

A line in reply is solicited.

    Thanking you,

Yours faithfully,

(K.SIVADASAN)
