AS RECEIVED FROM THE CENTRAL GOVERNMENT EMPLOYEES PORTAL

Opening a postal bank account is just one phone call away and if you are a pensioner, the money will reach at your door step through your friendly postman. These are a few of the many customer friendly initiatives approved last week by the Postal Board.


Aimed at making postal banking a major commercial success, the board has identified a number of touch points that required ease of customer interface. Customers will soon be able to drop cheques in those forgotten red post boxes, to deposits money in their postal account. In order to open postal bank accounts, all a person has to do is call a number that will be announced soon. This call will be diverted to the local postman of the area. The postman will speak to the called number that will be displayed on his smartphone/tab, (to be soon issued to all post man) and fix an appointment to visit the caller.

He will take pictures of the necessary documents on his smart phone/tab and get it processed at the postal bank. Union Minister for Communications, Information Technology and Post Ravi Shankar Prasad has received the decisions taken by the board and is understood to have approved them.

The major support that postmen will offer is to the more than 5.5 million pensioners in India, who will soon get the benefit of receiving pensions at their door steps, delivered by their postman. “We have a target to launch these services before March 2017,” sources in the Department of Post said.

Among other benefits to customers include Core Banking Systems at all the places of historical, cultural and tourist importance, as well as all state capital cities. Which means that all the facilities that are available at major postal offices will be available to them The core banking system at all major post offices are in advanced stages of connecting to CBS.

This was long pending demand of our Union which is now accepted by the Department.

 It is, therefore, requested to kindly consider the cases of clearance of probation to Junior Engineers at the earliest.

            The National Joint Council of Action (Railway, Defence, Confederation & Postal) has decided  to  serve  Strike Notice  on 09th June 2016  at all levels by organizing Massive  demonstrations for the Indefinite Strike to be  commenced  from 11th July,2016 on Pay Commission  related issues . Strike Notice to Secretary Department of Posts will be served by PJCA on 09th June 2016 at 2 P.M.  by organizing massive  demonstration in front of Dak Bhawan, New Delhi.

            The proforma for serving Strike Notice and Charter of demands are enclosed herewith.

            It is therefore requested that Strike Notice should be served at all level on behalf of PJCA  by organizing  Massive Demonstration.

Charter of Demands
(PART-A)

1.         Settle the issues raised by the NJCA on the recommendations of the 7 CPC             sent     to Cabinet secretary vide letter dated 10th December 2015.

2.         Remove the injustice done in the assignment of pay scales to technical/safety         categories etc., IN Railways & Defence, different categories in other Central Govt.      establishments by the 7 CPC.

3          Scrap the PFRDA Act and NPS and grant Pension/family Pension to LL cg   employees under CCS (Pension) Rules, 1972 & Railways Pension Rules, 1993.

4.         i) No Privatization/outsourcing /contractorisation of governmental functions.

            (ii)Treat GDS as Civil Servants and extend proportional benefit on pension and       allowances to the GDS.

5.         No FD in Railways & Defence: No Corporatization of Defence Production Units       and Postal Department.

6.         Fill up all vacant posts in the government departments lift the ban on creation         of         posts; regularize the casual/contract workers.

7.         Remove ceiling on compassionate ground appointments.

8.         Extend the benefit of Bonus Act 1985 amendment on enhancement of payment       ceiling to the adhoc Bonus/PLB of Central Government employees with  effect       from the Financial year 2014-15.
9.         Ensure five promotions in the service career of an employee.

10.       Do not amend Labour Laws in the  name of Labour Reforms which  will take            away   the  existing benefits to the  workers.

11.       Revive JCM functioning at all levels.


(Part-B)
1.         Implement Cadre Restructuring  in all  wings of Postal Department i.e. SA, Postmen, Mail Guard, Mailmen, MTS, MMS,PA SBCO,PA CO, Postal Accounts , Civil Wing and Postmasters Cadre etc.
2.         Filling up of all vacant posts in all cadres of Department of Post.
3.         Stop all types of harassment and victimization including Trade Union victimization in the name of implementation of CBS/CIS and other  matters.

Central Government Federations, Unions & Associations are required to service notice on 09.06.2016 for the indefinite strike with effect from 11.07.2016 fir considering  the charter of demands submitted by the NJCA.

 Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by private airlines to visit Jammu & KashmirExtension reg.


 The undersigned is directed to refer to this Ministry's O.M. No. 31011/3/2014- Estt.(A-1V) dated 26th September, 2014 where Government servants in relaxation to CCS(LTC) Rules, were allowed to travel by air to visit Jammu & Kashmir (J&K), North East Region (NER) and Andaman & Nicobar Islands (A&N) on LTC for a period of two years against conversion of one block of Home Town LTC. The relaxation was given subject to air travel by Air India only.
2. Later vide DoPT's O.M. of even no. dated 28.11.2014, the Government decided to allow travel by private airlines to visit Jammu & Kashmir under this special dispensation scheme subject to certain conditions. The scheme was valid for a period of one year from the date of issue of the O.M. and expired on 27.11.2015.
3. It has now been decided to extend the scheme for a further period from the date of issue of this O.M., till the date of expiry of the of the special dispensation scheme of travel by air to J&K, NER and A&N, i.e. 25.09.2016. All other terms and conditions prescribed in this Department's O.M. dated 28.11.2014 shall continue to apply.

The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its approval for setting up the India Post Payments Bank (IPPB) as a Public Limited Company under the Department of Posts, with 100% Government of India (GOI) equity.

The total expenditure involved in this project is Rs 800 Crore. All citizens, especially 40% of the country's population that is outside the ambit of formal banking in the country will benefit from this project. The project will be rolled out in the entire country in a phased manner.

The IPPB will obtain banking licence from RBI by March 2017 and by September 2017, its services will be available across the country through 650 payments bank branches, linked post offices and alternative channels riding on modern technology including mobiles, ATMs, PoS/ m-PoS devices etc and simple digital payments.

The proposal will further the cause of financial inclusion by providing basic banking, payments and remittance services and facilitate financial services like insurance, mutual funds, pensions and access to credit in tie-up with third party financial providers with special focus on rural areas and the unbanked and under-banked segments. It will generate new employment opportunities for skilled banking professionals and will generate opportunities for propagating financial literacy across the country. It will create the largest bank in the world in terms of accessibility and in time, will encourage the move towards a less cash economy.

Background

Setting-up of the IPPB to further financial inclusion was one of the budgetary announcements during 2015-16. The Department of Posts had obtained the "in-principle approval" of the RBI in September 2015 to set up the India Post Payments Bank. The India Post Payments Bank will leverage the Department’s network, reach, and resources to make simple, low-cost, quality financial services easily accessible to customers all over the country.
