Subject  :  Transfers under Rule-38

Sir,
          Kindly refer to the letter No.4-19/CEND/2013 dated 09.2016 on the subject addressed to all Superintending Engineers for onward communication to applicants.

          From the above it is very clear that no application has been considered favourably.  In most of the cases it is mentioned that the case not fulfils the Rule-38.I.1 condition.  In this connection we would like to state that the primary condition as circulated vide letter No.141-141/2013-SPB-II dated 31.01.2014 copy of which is enclosed for ready reference is that clearance of probation period satisfactorily.  But the staff members who have not been declared their completion of probation satisfactorily in time not because of the reasons of their misdeeds but because of the official delay in imparting training or other administrative reasons.

          In view of the above it is requested that the concerned Superintending Engineers may please be directed to complete the formalities immediately and the cases for transfer under Rule-38 may be considered from their date of application already exists in your office wherever the vacancies are there to accommodate them.

Sub: -     Indefinite hunger fast inside the Campus of Dak Bhawan , New Delhi by all Secretary Generals and General Secretaries of NFPE, FNPO and GDS Union from  
3rd November 2016.

Sir,
           It is intimated that Indefinite hunger fast inside Campus of Dak Bhawan, New Delhi by the of all  Secretary Generals, General Secretaries of NFPE, FNPO and GDS Union will be organized from for the following pending demands:
                                  

                       (1)   Grant of enhanced bonus to GDS.

                       (2) payment of revised wages of casual labourers and revised bonus .
            As you are aware the bonus calculation ceiling of all Central Government employees was raised from 3500 to 7000 by the Government from 01.04.2014 onwards and orders were issued on 29.08.2016. Arrears for the financial year 2014-15 were also paid to the all departmental employees. But till this day, orders for payment of enhanced bonus to three lakhs Gramin Dak Sevaks are not issued by the Department of Posts.


            Similarly, eventhough the Postal Board has issued orders revising the wages of casual labourers w.e.f 01.01.2006 as per the 6th CPC minimum wage of Group ‘D’, till this day many circles and divisions have not paid the arrears to the poor, unorganized, marginalized and most exploited section of casual, part-time, contingent employees and Daily rated mazdoors. eg: Kerala Circle, Tamilnadu Circle etc.). 7th CPC revision has also become due now.
            It is therefore, requested to permit us to sit inside the premises of Dak Bhawan for Indefinite Hunger Fast from 03rdNovember, 2016. The Hunger Fast will be peaceful.
