Observance of Protest week from 12th to 19th December 2016.

The reasons for the protest week& Present status of the committees.

Dear  colleagues,

You are aware FNPO and its affiliated unions have decided to observe protest week from 12th to 19th December 2016.
The reasons for the protest week:

On 30th June 2016 & 06th July 2016 Group Of Ministers called our NJCM leaders and gave assurance that a High-Level Committee will examine the 7th CPC issues, mainly the Minimum Wage and Multiplying Factor. Based  on the assurance, the JCM Constituent deferred the Strike action on 06th July 2016.

 Accordingly, the following committees were constituted .

1)  Committee to examine the 7th CPC issues mainly the Minimum Wage and Multiplying Factor: The committee met once and the outcome of the meeting not known.

2)  Allowance Committee: Met once they discussed HRA & other allowances, but no commitment from the official side. Committee chairman conducted the meeting with all Departments. On 03/11/2016, a meeting was conducted under the Chairmanship of Finance Secretary & Secretary (Expenditure) with regard to postal department. During the meeting India Post Chairman, Postal board, Member (P), DDG (Esst.), DDG (P) & Director (Esst.) were present. Secretary Generals of the three Federations represented the staff side.

The Department of Posts submitted a proposal for retaining the  following allowances.
·       Fixed Monetary Compensation to Postman.
·       Special Allowance to PO & RMS Accountants.
·       Cycle allowance to Postman.
·       Cash handling and Treasury allowance.

·       Headquarter allowance

·       Fixed Medical allowance.
·       Overtime Allowance


After a long discussion on the revision of above allowances, the Finance Secretary  asked to furnish the quantum of Fund required by the Department of Post to meet the Expenditure. Our departmental officers who were present at the meeting agreed to give the required fund details. According to our information, our department has sent the details to the Finance Secretary.
Let us hope that Finance Ministry will agree to our Departments proposal.
3) Anomaly committee was constituted department vice.
4) NPS Committee: According to our information the committee is constituted but no official information.

5) Pension option committee: To examine the feasibility to implement option -1  

Now four months have lapsed, we are yet to know the committees decision on the issues of Minimum Wage, Pay Fixation Formula, Allowances and National Pension system (NPS) etc. as on date
Besides these, after implementing the 7th CPC (only pay), the Government is accepting all the recommendations affecting the employees one by one such as the benchmark for MACP from “GOOD” to VERY GOOD” which has created unrest in the minds of every employee.
FNPO cannot be a mere silent spectator after reading the employees mind, therefore FNPO and its affiliated unions have decided to observe protest week from 12th to 19th December 2016
We request all Divisional / Circle secretaries to go through the programs and make it a grand success.

Meager Benefits of 7th CPC

FINANCE be pleased to state:-

(a) whether the Government employees got only a meager financial benefit of 14 per cent or less after implementation of 7th CPC;

(b) if so, the details of percentage of salary they got before and after implementation of Seventh CPC and the reasons for such meager hike in their salaries; and

(c) whether the benefit given in the 7th CPC is one of the lowest in all time ever since the Government had been implementing the recommendations of CPC and if so, the details thereof?

(a) to (c): All Government employees have got a financial benefit of at least 14.29 per cent by way of revision of salary after implementation of Seventh Central Pay Commission (7th CPC). The increase in pay as recommended by the 7th CPC is based on the detailed deliberations by the Commission keeping in view all relevant factors having a bearing upon the prevailing circumstances, which has been accepted by the Government.

(a) whether Group of Ministers including Union Minister for Finance had assured the representatives of various trade unions/JCM to set up a Committee to consider the demand of revision of Minimum Wage and Fitment Formula under 7th CPC with a mandate to finalize its report within four months;

(b) if so, the present status of the Committee;
(c) the reasons for the delay in report by the said Committee even after elapsing of more than four months;
(d) whether the Committee on Allowances has finalized its report;
(e) if so, the details thereof along with the salient recommendations thereof; and
(f) if not, the reasons therefore?

(a) to (c): In pursuance of the assurance given by the Union Ministers to the representatives of the National Council (Staff Side), Joint Consultative Machinery, meetings have been held by a group of senior officers with them to discuss their demands in this regard.
(d) to (f): The Committee on Allowances has been interacting with various stake-holders to discuss their demands and has so far held discussions with National Council (Staff Side), Joint Consultative Machinery, representatives from staff associations and officials from Ministry of Health & Family Welfare, Ministry of Home Affairs and Department of Posts. The Committee may also interact with the representatives of some other major Ministries/Departments and stakeholders with whom consultations are yet to be held before finalizing its Report.

New Delhi, Nov 27: In a good news for central government employees, the government is planning to pay higher allowances and five months’ arrears according to the 7th Pay Commission recommendations from January, 2017. The government wants the situation to get normal following demonetisation drive before paying higher allowances and five months’ arrears under the 7th Pay Commission recommendations to its 4.8 million employees. Higher allowances and five months’ arrears under the 7th Pay Commission recommendations will be paid after Cabinet nod to ‘Committee on Allowances’ report.
According to Finance Ministry sources, Central government will have to pay the arrears of enhanced allowances this time because the enhanced allowances under recommendations of 7th Pay Commission have not been paid in August when the pay hike and its arrears were paid. The ‘Committee on Allowances’, headed by Finance Secretary Ashok Lavasa, on fatter allowances under the 7th Pay Commission recommendations is ready with its report. But the cash crunch post currency ban has forced the Finance Ministry to keep in abeyance the enhanced allowances till things normalize.
The entire country is facing a shortage of cash after the demonetisation of Rs 500 and Rs 1000 currency notes, which accounted for 86 per cent of all cash in the economy. The government is hopeful that situation will get normal after December 30 and it will be ready to pay enhanced allowances and five months’ arrears under the 7th Pay Commission recommendations to its employees.
The central government employees have been waiting for fatter allowance since July when the notification for the implementation of the 7th Pay Commission recommendations was issued. The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances, which was opposed by the central government employees’ unions. To resolve this issue, Union Finance Minister Arun Jaitley formed the ‘Committee on Allowances’ on July 22 for examination of the recommendations of 7th Pay Commission on allowances other than dearness allowance.
Once the ‘Committee on Allowances’ will submit its report to the Finance Ministry, it will be sent to the Cabinet for approval. Earlier we reported that the government has decided to stick to the recommendations of the 7th Pay Commission on basic pay and there will no no hike in basic pay or fatter allowances.

PROPOSED AGITATION BY THE UNION - MAIL TO SECRETARY GENERAL FOR GUIDANCE




Sir,
The Civil Wing administrative authorities have started the cadre restructuring of civil wing staff at the fag end of 2015.  Three meetings were conducted by them including our union and the report was finalized.  After a long deliberations and communications from our side the matter was referred to Directorate but the same has been returned by the Member (P) with some objections. Since then no action seems to have been taken by the authorities.  Whenever we are informally and by written communications nothing is happening.  Due to non-acceptance of the cadre restructuring we have lost many benefits in the seventh pay commission implementation.  In view of the above we have no other alternative but to go for some agitation to keep the matter in movement and acceptance by the Govt. We propose to conduct a mass indefinite dharna in front of Dak Bhawan from 3rd January, 2017 as the hard pressure from rank and file of the union demand agitation with following demands :-

1. Implementation of Cadre Restructuring in Civil Wing
2. Revival of abolished posts in the ministerial and Junior Engineers grade
3. Recruitment of Ministerial Staff - Works Clerk Grade-II and MTS
4. Transfer of W.C.Grade-II staff under Rule-38 to their home state or opted place
5. Promotion of W.C.Grade-II and MTS
6. Recruitment of Draughtsman posts both direct recruitment and promotion 
7. Exemption of ministerial staff from CVC declaration of sensitive posts
8. Upgradation of Office Superintendent post in Civil Circles as Assistant Administrative Officer 
9.. Redesignation of Assistant post to Assistant Section Officer
10. Stoppage of transfers to outstation posting of Group-C ministerial staff
