WE WANTED BRING TO THE NOTICE OF ALL MEMBERS THAT SOME SENIOR OFFICERS IN OUR WING BEHAVES LIKE LORDS OF THE DEPARTMENT WITH GROUP-C TECHNICAL AND MINISTERIAL STAFF ON THE BASIS OF CASTE, CREED, REGION, RELIGION.  WE WOULD LIKE TO SAY THAT THE WORLD HAS REDUCED LOT AND MORE OR LESS IT IS IN ONE UMBRELLA AND THE DIFFERENCES SHOULD REDUCE ACCORDING TO THE PRESENT TIME.  BUT CERTAIN OFFICERS ARE EVEN ADVISING STAFF MEMBERS WHO HAVE COMPLETED SUCCESSFUL AND COMENDABLE REMARKS FROM PREVIOUS OFFICERS TO SEEK VOLUNTARY RETIREMENT, FIXING UP OF RESPONSIBILITIES, SEXUAL HARASSMENT AND WITH SADIST MENTALITIES.  THIS IS NOW RAISING BECAUSE OF THE REASON THAT TILL NOW UNION WAS BEHAVING GENTLY AND POLITELY WITH DEPARTMENT. BUT WE COULD NOT ACHIEVE ANY BENEFITS FOR WHICH WE ARE ELIGIBLE LIKE CADRE REVIEW AND LOT OF ISSUES. THE DEPARTMENTAL OFFICERS WERE THINKING THAT WE ALWAYS MOVE WITH BEGGING BOWL FOR OUR RIGHTS EXTENDED BY THE GOVERNMENTS.  WE WERE BRINGING TO THE HIGHEST OFFICERS IN CIVIL WING ABOUT THE HARASSMENT FROM CERTAIN OFFICERS NOT EVEN LEAVING DISABLED PERSONS.  SOME QUARTERS WERE ISSUING MORE THAN 250 MEMOS IN AN YEAR TO NEWLY ENTRANTS AND NO MERCY IS SHOWN TO DISABLED AND FEMALE EMPOYEES RESTRICTIONS ACCORDING TO THEIR HEALTH CONDITIONS VARIES BEFORE AND AFTER MARRIAGE AND CONFIDENTIALITY OF THEIR HEALTH CONDITION.  ONE OFFICER HAS SERVED MEMO TO A FEMALE OFFICIAL ON THE MARRIAGE DATE AS GIFT OF DEPARTMENT.  EVEN AFTER BRINGING TO THE NOTICE ON INFORMAL BASIS BY THE UNION TO AVOID DEPARTMENTAL ACTIONS ABOUT THE DIFFERENT ATTITUDES ON THE BASIS OF CASTE, CREED, RELIGION, LINGUISTIC ETC. NO CHANGE HAVE BEEN FELT BY US.  WE SHOULD UNDERSTAND THAT WE ARE WHISTLE BLOWERS FOR THE CIVIL WING BECAUSE OF THE REASON THAT EXECUTION PROGRESS IN WORK AND PAYMENT TO THE CONTRACTORS ARE IN THE HANDS OF GROUP-C STAFF (MEANT JUNIOR ENGINEERS AND MINISTERIAL STAFF) AND WE ARE THE REAL CLAIMANT OF THE FEATHERS ON CAP IN CIVIL WING OFFICES.  NOW SOME OFFICERS ARE ACTING LIKE DICTATORS. THE PAYMENT OF CONTRACTORS ARE PAID IN LIGHTENING SPEED BUT THE DUES PROVIDED BY THE GOVERNMENT TO US GETS HINDERED ON THE BASIS OF ONE OR OTHER REASON BEST KNOWN TO EVERYBODY. EVEN FOR AVAILING A CASUAL LEAVE BY A STAFF MEMBER WITHOUT CONSIDERING THE DISABILITY, FEMALE RESTRICTIONS ETC. THEY HAVE TO ROAM BEHIND THEM WITH BEGGING BOWL. WE THINK ONE OF THE PRIOR OCASSION ALSO WE HAVE MENTIONED THAT A CASE OF A DISABLED PERSON IS LYING IN THE OFFICE OF CHIEF ENGINEER FOR MORE THAN ONE YEAR FOR ONE LINE APPROVAL.  NOW WE CANNOT BE SILENT SPECTATOR FOR ALL THESE THINGS.  WE WILL RAISE THE ISSUE IN WRITING WITH SUPPORTING DOCUMENTS TO THE CONCERNED DIVISIONS AND AGENCIES AGAINST THE OFFICERS WHO MAINTAINS THE SADIST MENTALITY AND MAKE HARASSMENTS TO LOWER STAFF.

ALL MEMBERS ARE THEREFORE REQUESTED TO BEUNITED AND EXTEND SUPPORT
FOR THE CAUSE OF OUR CONCERNS
