DA from January 2017 for Central Government Employees – Orders issued by Finance Ministry – 2% increase with effect from 1st January 2017 – All Central Government Employees would be entitled to DA of 4% from 1st Jan 2017

Subject: Grant of Dearness Allowance to Central Government employees –
 Revised Rates effective from 1/1/2017The undersigned is directed to refer to this Ministry’s Office Memorandum No.1/2/2016-E-II(B) dated 4th November, 2016 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 2% to 4% of the basic pay with effect from 1st January, 2017.
2. The term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix as per 7th CPC recommendations accepted by the Government, but does not include any other type of pay like special pay, etc.
3. The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9(21).
4.The payment on account of Dearness Allowance involving fractions of 50 paise and above may be rounded to the next higher rupee and the fractions of less than 50 paise may be ignored.
5. The payment of arrears of Dearness Allowance shall not be made before the date of disbursement of salary of March, 2017.6. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
7.In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.

IN THE HISTORY OF DEPARTMENT OF POSTS, A UNION OF CIVIL WING EMPLOYEES HAD MADE EFFORTS FOR AGITATION AGAINST THE ACTIONS OF ADMINISTRATION FOR GENUINE GRIEVANCES FACED BY THE EMPLOYEES IN CIVIL WING.  WE ARE PROUD FOR BRINGING THE ISSUES AT THE RIGHT FORUM AT THE DIRECTORATE LEVEL AND WE HAVE BEEN CONSOLED WITH FAVORABLE CONSIDERATION OF ELEVEN DEMANDS PUT FORTH.  AS A SMALL CONTINGENT IN THE DEPARTMENT, IT IS REAL MOMENT OF HAPPINESS AND THE VICTORY IS DUE TO SUPPORT EXTENDED BY EACH AND EVERY MEMBER OF THE UNION. WE HAVE RAISED ELEVEN ISSUES IN THE CHARTER OF DEMANDS WHERE ONE BURNING ISSUE WAS TRANSFER OF STAFF BY 31.03.2017 WHICH HAS BEEN DIRECTED KEEP IN ABEYANCE FOR TIME BEING AND OTHER ISSUES WILL BE CONSIDERED ACTIVELY BY CIVIL WING ADMINISTRATION IN TIME BOUND MANNER. WE ASSURE THAT IN FUTURE ALSO WE ARE COMMITTED TO TAKE UP THE COMMON GENUINE ISSUES WHICH EFFECTS THE EMPLOYEES WITHOUT CONSIDERATION OF THE POLITICAL AFFILIATION OF THE GOVERNMENT.  WE ARE THANKFUL TO PRESIDENT OF FNPO SHRI T.N.RAHATE AND SECRETARY GENERAL SHRI D.THEAGARAJAN FOR THEIR SINCERE SUPPORT EXTENDED TO US.

The meeting on the charter of demands projected by our union was held today under the Chairperson ship of Major General Smt Meena Datta, Additional Director General & Shri Neeraj Kumar, Chief Engineer(C) & Shri Vijay Kumar,SE(HQ),New Delhi were also present from departmental side.

Shri D.Theagarajan, Secretary General of FNPO,Shri T.N.Rahate,President FNPO, Shri K.Sivadasan, General Secretary of NUPCWNGE, Shri P.P.Ghorai,President of NUPCWNGE and Shri Hiranmoy Sarkar,Circle Secretary of WB Circle of
NUPCWNGE presented the details of the demands before the Departmental officers.

The Department has assured the demands of the union will be considered favorably and report will be submitted to Chairman of the Postal Service Board on his return from foreign tour and minutes will be issued thereafter.

However, the most important decision is to keep abeyance the distribution of staff issued by the Department for time being.  

As per the favourable consideration by the Department on our Charter of Demands the proposed indefinite hunger strike proposed from 29.03.2017 is deferred.

Committee on Allowances of Seventh Central Pay Commission

The Minister of State for Finance Shri Arjun Ram Meghwal said in a written reply to a question today in Lok Sabha regarding 7th CPC Allowance Committee report.

The Committee on Allowances has been constituted vide order dated 22.07.2016. The Committee is to examine the recommendations of the 7th CPC in regard to various allowances having regard to the representations made by the Staff Associations and the suggestions of the concerned Ministries/Departments and make recommendations as to whether any changes in the recommendations of the 7th CPC are warranted and if so, in what form.

The Committee has not submitted its report to the Government. The deliberations of the Committee are in the final stages. Decisions on implementing the Report will be taken after the Report is submitted by the Committee.

IN VIEW OF THE ABOVE THE STRIKE DECLARED BY OUR FEDERATION ON 16TH MARCH, 2017 IS INEVITABLE COMMON IN NATURE BUT TO FULFIL OUR DEMANDS INCLUDED IN THE CHARTER OF DEMANDS
