IT IS A PROUD MOMENT FOR OUR UNION BECAUSE MORE THAN TWENTY STAFF MEMBERS HAVE QUALIFIED THE DEPARTMENTAL EXAMINATION HELD FOR THE POST OF ASSISTANT ACCOUNTS OFFICER.  
WHILE WE CONGRATULATE ALL QUALIFIED PERSONS WE ALSO WOULD LIKE TO SAY THAT THIS IS NOT THE LAST BUS FOR FINDING OTHER AVENUES IN THE DEPARTMENT THROUGH VARIOUS DEPARTMENTAL EXAMINATIONS.
ALL MAY RECALL THAT WE HAVE RAISED THE ISSUE FOR ELIGIBILITY FOR VARIOUS DEPARTMENTAL EXAMINATIONS CONDUCTED BY THE DEPARTMENT  AT FIRST IN THE MEETINGS HELD AT DIRECTORATE LEVEL BUT AT THE FIRST INSTANCE THE RECRUITMENT RULES WAS CIRCULATED BY THE DIRECTORATE IT WAS CLEARLY MENTIONED THAT OUR UNION HAS STAKED CLAIM FOR ATTENDING THE EXAMINATION BUT WAS REJECTED THE CLAIM OF CIVIL WING STAFF.  THEREAFTER WE HAVE RAISED OUR VOICE AGAINST OF THE SAME AND ULTIMATELY OUR STAFF MEMBERS HAVE BEEN PERMITTED.  
NOW WE HOPE WE CAN SUCCEED IN ALL OTHER EXAMINATIONS ALSO IF WE ARE UNITED AND RAISE OUR VOICES BEFORE THE APPROPRIATE AUTHORITIES.  
IN VIEW OF THE ABOVE WE ASSURE TO ALL STAFF MEMBERS THAT WE WILL RAISE OUR VOICES FOR THE BETTERMENT OF STAFF MEMBERS ALL THE TIME AND HOPE FOR THE BEST IN NEXT CHANCE

Sir/Madam, 

I am directed to forward herewith the revised ‘Guidelines for Transfer’ to regulate transfer of Group ‘C’ officials, Group `B′ (non-gazetted) officials and Assistant Superintendent of Posts (Group `B’ Gazetted). These guidelines will supersede earlier guidelines circulated with communication no. 141-141/2013-SPB-II dated 31.01.2014.

With a view to promote transparency a number of new provisions have been incorporated in these new guidelines. Circles are requested to sensitize all concerned for strictly adhering to these provisions. 

These guidelines come into force with immediate effect. 

Circles are further requested to bring these guidelines to the notice of all Regional Postmaster Generals/Divisional Heads.

Guidelines for Transfer

Applicability: – 

These guidelines shall be applicable to the following: – 

i.Group ‘C’ officials 
ii. Group ‘B’ (non-gazetted) officials 
iii. Assistant Superintendent of Posts (Group ‘B’ Gazetted) 

Operation of Rule 37 of Postal Manual Volume IV: – 

Notwithstanding anything contained in these guidelines an official is liable to be transferred to any part of India unless it is expressly ordered otherwise for any particular class or classes of officials. 

Provided that Postmen, Village Postman and MTS should not, except for very special reasons to be recorded in writing, be transferred from one Division to another. 

Transfer at one’s own request under Rule 38 of Postal Manual Volume IV: – 
General Conditions: – 

(i) As a general rule, no official shall be transferred from one unit to another, either within the same Circle, or to another Circle unless he has completed probation period satisfactorily. 

(ii) Transfer of an official when requested for own convenience, shall not be discouraged if they can be made without adversely affecting to the rights of others. 

(iii) As it is not possible to accommodate an official borne on one gradation list into another gradation list without adversely affecting to the interest of other members in that gradation list, such transfers shall not ordinarily be allowed except by way of mutual exchange. Transfer by way of mutual exchange may be allowed if all other conditions of these guidelines are fulfilled. But in order to safeguard the rights of employees borne in the gradation lists of both the offices, the official brought in shall take the place, in the new gradation list; that would have been assigned to him had he been originally recruited in that unit or the place vacated by the official with whom he exchanges appointment, whichever is the lower. 

(iv) When an official is transferred at his own request but without arranging for mutual exchange, he shall rank junior in the gradation list of the new unit to all officials of that unit on the date on which the transfer order is issued, including also all persons who have been approved for appointment to that grades as on that date. 

(v) If the old and the new unit form parts of a wider unit for the purpose of promotion to a higher cadre, the transferee (whether by mutual exchange or otherwise) will retain his original seniority in the gradation list of the wider unit. 

(vi) An official transferred from one unit to another will be allowed to seek re-transfer to his/her old unit. However, such cases shall be considered as a fresh transfer case under Rule 38 subject to all other provisions of these guidelines. 

(vii) To remove any doubt it is hereby clarified that an official on transfer to an unit from where he/she was transferred earlier shall not claim the seniority in the old unit before such initial transfer. Any special privilege to which an official would have been entitled by virtue of his position in the gradation list of the unit from which he is transferred will be forfeited on his transfer to a new gradation list. 

(viii) Transfer under Rule 38 shall be permitted only against similar type/categories vacancy i.e. Direct Recruit shall be transferred against Direct Recruitment vacancy and promote against a promotion vacancy. Further Unreserved (UR) candidate shall be transferred against UR vacancy, SC candidate against SC vacancy and ST candidate against ST vacancy. 

(ix) Under Rule 38, inter-Circle and intra-Circle transfer from one distinct cadre to another viz. Post Offices to Circle Office, Regional Office, SBCO, Postal Assistant to Sorting Assistant etc. or vice versa shall not be allowed. 

(x) Only such officials who have completed minimum service of 2 years and have completed probation period prescribed for the post holding at the time of transfer, shall be eligible for transfer under Rule 38: 

Provided that subject to availability of vacancy in corresponding category the condition of 2 years and probation period shall not be applicable for Persons with Disabilities (PwD): 

Provided further that subject to availability of vacancy in corresponding category the condition of 2 years and probation period shall not be applicable if employee/his or her spouse/fully dependent children are suffering from terminal illness. Transfer case of such officials shall be referred to Directorate with due recommendation of CPMsG concerned supported by relevant documents. It shall be open to the Directorate to seek second medical opinion of the appropriate authority. 

(xi) Under Rule 38, an official will be eligible for two Inter-Circle transfer and two lntra­Circle (i.e. Inter-region/Intra region) transfer during entire service. 

(xii) One additional chance for transfer in both the categories, viz. Inter-Circle and Intra­Circle, will be allowed to Persons with Disabilities (PwD). Employee with disability who has been appointed without availing relaxed standard of merit for PH candidates or an employee who suffered disability after initial employment, shall be allowed transfer as of a PwD candidate, subject to submission of appropriate certificate as per Government of India’s instructions in support of claim of being 

(xiii) An Assistant Superintendent of Posts shall not be transferred under rule 38 to a Circle where all his seniors in the grade of Inspector Posts are not promoted to Assistant Superintendent of Posts, excluding those who have not been promoted due to disciplinary action or who have denied promotion. 

B. Authority competent to approve transfer under Rule 38: – 
(I) Cases where all conditions are met:- 

(i) Inter-Circle CPMG of both Circles. 
(ii) Intra-Circle (where change of Region is involved) — CPMG 
(iii) Intra-Region — PMG 

(II) Cases where any of the conditions of these guidelines is not met — Directorate 

C. Maintenance of request register & Schedule for transfer under Rule 38: – 

(i) An application for inter-circle/inter-region transfer shall be addressed to the CPMG of the Circle where the official is working. Application for intra-region transfer shall be addressed to the PMG. Advance copy of application should not be sent to the authority where transfer is sought. 

(ii) As and when an application for transfer is received, it shall be recorded in the outward transfer request register, in order of date of receipt of such application by the competent authority i.e. CPMG/PMG. Similarly as and when communication of inward transfer seeking consent therefor is received it shall be recorded in the inward transfer register in order of date of receipt of such communication. Authority competent to allow transfer under Rule 38 shall strictly adhere to the order of requests received. 

(iii) On receipt of a transfer request, the office of the competent authority, viz. CPMG/PMG, shall seek views of the controlling officer of the official at the earliest but not later than 30 days from receipt of application, who shall send his views within 15 days, failing which it shall be presumed that the controlling officer has no objection to the transfer request. After considering the report, if any, of the controlling officer, the Competent Authority shall seek consent of CPMG of other Circle in case of Inter-Circle transfer/PMG in case of Intra-Circle transfer/Divisional Head in case of Intra-region transfer. Such authority shall convey their consent or otherwise within 30 days, failing which, it shall be presumed that the authority has agreed to allow inward transfer of the official. 

(iv) Where a request for transfer is not agreed to, the reasons thereof, shall be communicated to the official immediately. 

(v) All Circles/Regions shall initially upload Inward and Outward transfer register on India Post website within 60 days of issuing of these guidelines and shall update it on quaterly basis. 

(vi) Before announcing vacancies for a particular recruitment year whether under Direct Recruitment, Departmental examination or promotion, request received under Rule 38 shall be considered in first instance. Only after considering all such requests, vacancies shall be announced. 

(vii) Transfer under Rule 38 shall be considered once in a year as under: 

(a) Transfer case shall be considered only in the month of December. 
(b) Orders shall be issued by 31st December by the competent authority, transferring the official w.e.f. 1st April of the following year, thus allowing the administration/official to plan in the intervening period. In such a case, controlling officer shall issue relieving order of the official latest by 31st March, failing which, official will be deemed to be relieved on 01st April.

4. Request for temporary inter-Circle transfer. 

Request for temporary inter-Circle transfer shall not be entertained except only in deserving cases for reasons to be recorded in writing. The guidelines in this regard are as under: 

(i) Temporary inter-circle transfer shall be approved only by the Directorate on the recommendation of both CPMsG. The parent Circle of the official shall forward the proposal to the Directorate inter alia including the recommendation of the other Circle. 

(ii) The Circles shall not entertain requests for inter-Circle transfer on temporary basis in a routine manner. Such requests shall be considered by the Circles in the first instance under Rule 38 of Postal Manual Volume IV and instructions issued by the Directorate from time to time, if they are otherwise eligible. If the case is not considered under Rule 38, the reasons therefor may be recorded. 

(iii) Such inter-Circle transfer cases of officials on temporary basis, referred to Directorate, will be considered only when both the CPMsG of the Circles have agreed to in deserving cases after the genuineness of ground for such transfer stated by the official is established. 

(iv) Inter-Circle transfer on temporary basis shall be available to only those officials, who have completed probation period, wherever applicable, and in other cases on completion of two years of service in the grade. 

(v) Temporary transfer shall be allowed to an official for a maximum period of three years, in the entire service, in one spell or two spells. However, there shall be a minimum gap of 3 years between two spells of temporary transfer. 

(vi) Grant of temporary transfer from one Circle to another will be considered by the Directorate initially for a period of one year only on recommendations of the CPMsG concerned. Extension of temporary transfer beyond one year may be sent to the Directorate by the borrowing Circle with the consent of parent Circle atleast 45 days before completion of approved period. 

(vii) Inter-Circle transfer on temporary basis from one cadre to another cadre, e.g. Postal Assistant to Sorting Assistant etc. shall not be permissible. Circles should not forward such request to the Directorate. 

(viii) If the official is promoted during the period of temporary transfer, such official shall be relieved immediately but not later than one month to join the promoted post, failing which, he/she shall be debarred for promotion for one year. 

(ix) Requests of temporary transfers and extension thereof already granted to the officials by the Directorate before issue of these guidelines will also be regulated s per these new guidelines. 

5. Rotational Transfers 
Rotational transfer of employees shall be regulated as under: – 

I. Post tenure of an employee shall be 3 years and station tenure shall be 6 years. Provided that an employee may be transferred before completion of post/station tenure on administrative grounds for reasons to be recorded in writing by an authority who is superior to the authority competent to order such transfer. The Authority Competent to approve the rotational transfer in normal course will initiate the proposal with proper justification for approval of the Superior Authority. 

II. Matching of human resource with requirements of posts and placing officials in the choice stations may be considered in the overall context of administrative requirement and austerity measures. 

III. Inter-station transfers should be restricted to minimum in view of the austerity measures.

IV. Each Circle shall publish schedule, cut-off date etc. of rotational transfer immediately after circulation of these guidelines but not later than 30 days keeping in view the academic sessions prevailing in the particular Circle or State. Schedule once published shall not be changed subsequently under any circumstances. 

V. All such officials who are due for rotational transfer on completion of post tenure/station tenure shall be asked to give at least three options of the place of posting/station with reasons to enable the authorities to consider the same while effecting transfer. However, such request shall be considered subject to administrative convenience and availability of post. 

VI. On completion of post-tenure of three years, to the extent possible, all officials will be posted in same station. Where it is not possible to do so without shifting some of them outside their present stations, they may be posted outside their present stations to the extent administratively feasible. 

VII. In respect of cities where the whole city forms a Postal Region, on completion of station tenure of six year, a Circle cadre official shall be transferred out of the Division where he is working. In other words, a division within such Postal Region shall compute as a station for Circle cadre officials. 

VIII. If officials belonging to various cadres are waiting since long for their posting to particular stations and it has not been found possible to accede to their request for one reason or other, such pending requests for transfer may be acceded to in really deserving cases by transferring out officials having longest stay in such stations. 

IX. All Sub Postmaster/Postal Assistant in a single handed or double handed Post Offices must be shifted on completion of their post tenure of three years positively, even if it involves moving out of station of their present postings. Further. as per the instructions, concerning preventive vigilance measure, issued by Investigation Division of the Directorate vide their letters No. 8-4/2005-Inv. Dated 22.09.2005, 12.01.2012 and 05.12.2012, officials who have been posted as Sub Postmaster/Postal Assistant in a single handed or double handed post office irrespective of period of posting/completion of tenure should not be posted back to the same office even after a break. In other words, officials of single handed and double handed Post Office can have only one posting in such offices during their service period. However, Divisional Heads, subject to following conditions have been vested with the powers to consider an official, who had earlier served in the single/double handed office to be posted back to the same office or other single and double handed office in the division: 

(i) The Divisional Head will satisfy himself/herself about the antecedents and character of the officials for whom the provision are being relaxed and note to this effect will be given in the file. 

(ii) No official will be posted back to the same single single-handed/double handed post offices on transfer/deputation or otherwise before a break of full tenure period. 

(iii) Information about cases of relaxation so exercised by the Divisional Head will be communicated to the Regional Postmaster General/Chief Postmaster General as the case may be, in a half yearly statement. 

X. Rotational Transfer of officials working in Saving Bank Control Organization shall be made within the cluster of Divisions. However, in exceptional circumstances, DPS (Hqs.) in consultation with Accounts Officer ICO (SB) may consider movement of SBCO officials outside the cluster. 

XI. Officials, other than Sub Postmaster/Postal Assistants in a single handed or double handed Post Offices, who are due for retirement within one year shall not be transferred, unless otherwise specially specified or there are very special reasons to be recorded in writing by the Head of the Circle. Further, official due for retirement within four years shall not be posted as Sub Postmaster/Postal Assistants in a single handed or double handed Post Offices 

XII. Extension of post tenure in respect of all Group ‘C’ staff, other than Sub Postmaster/Postal Assistant in a single handed or double handed Post Offices, may be allowed in deserving cases for a period of one year by the Regional Postmasters General/ Chief PMG after recording full justification on file. Such extensions to Group ‘B’ officials shall be granted by the Head of the Circle after due consideration. In no case, post tenure of an official shall be extended beyond one year. 

XIII. An Official on his transfer, after joining the station assigned to him, shall not be considered for retransfer for a period of two years to the station from which he was Two year break is; however, only a minimum condition and it will not entitle an officer/official to claim retransfer to the old station in preference to others who have spent longer period out-side. Retransfer before completion of two years may be considered only in extreme public interest or on extreme compassionate grounds in exceptional cases with the approval of the Heads of the Circle. 

XIV. The transfer/posting/retransfer of officials as Sub Postmaster/Postal Assistant in a single handed or double handed Post Offices shall be regulated as per the instructions issued by Investigation Division of the Directorate, in this regard. 

XV. Postman and Multi-Tasking Staff are exempted from rotational transfer except on administrative grounds. Head of Circles shall formulate and circulate policy regarding beat rotation of Postman. 

XVI. Where spouse of an employee is working, guidelines issued by Department of Personnel & Training regarding posting of husband and wife at same station shall be taken into account while implementing rotational transfer guidelines. 

XVII. For employees having differently abled dependents, guidelines issued by Department of Personnel & Training regarding posting of Government employees who have differently abled dependents shall be taken into account while implementing transfer guidelines. 

XVIII. Rotational Transfer order shall be implemented within 45 days of its issue. When orders are not implemented within 45 days, Circle shall report such instances to the Directorate with reasons and officer/official responsible for non- implementation of the transfer orders within stipulated time. 

XIX. New products/services and modern technology are being introduced in the Department of Posts in a big way. Heads of Circles/Regional Heads/Divisional Heads/Unit Heads therefore, should build up a pool of trained officials to handle these new products and technology related jobs so that manpower is readily available to replace the officials presently working on completion of tenure and to ensure achievement of desired objectives. Proper succession planning will have to be made by the HOCs/Regional/Divisional/Unit Heads well in time. The Department has already taken necessary steps to train its manpower for successful implementation of IT Project. It should not be difficult to replace such officials on completion of tenure. As such, the competent authority should ensure transfer of such staff on completion of post tenure/station tenure. 

XX. It may be ensured that women employees are posted/transferred to an office only after ensuring that basic and essential amenities for women as required are available there. 

6. Provisions of these guidelines are in addition to the provisions of Postal Manual Volume IV and therefore provisions of Postal Manual Volume IV which are not incorporated here shall continue to prevail. In case of conflict between any provision of the Postal Manual Volume IV and these guidelines, relevant provision of these guidelines shall prevail and the provision of the Postal Manual shall be deemed to be modified. 

7. Bringing of direct or indirect political or other outside influence regarding posting/transfer would attract the provisions of Rule 20 of CCS (Conduct) Rules, 1964, as per which an appropriate disciplinary action may be initiated against the official/officer.

Today  i.e on 1-4-2018 at SPS function hall,  Saidapet,  Chennai a grand farewell arranged to our beloved leader Sri D.Theagarajan, Secretary  General  FNPO who retired from service on 31-3-2018. He served to FNPO as Divisional Secretary,  Circle Secretary, General Secretary  to NUR III and Since 2004 as secretary General, FNPO. He discharged his duties very honestly and with outmost satisfaction of the FNPO family members. He own the many officers heart also during his service.  On behalf of NUPCWNGE CHQ we wish very happy and peaceful  retirement life.   💐💐💐💐💐

Executive Summary
1.            Introduction
          The Department of Posts & Telegraph was established in the year 1837 by the East India Company serving at the initial only covering the Government Mails to various parts of the country including the Military/Defence Services.  After independence of the country the Department of Posts & Telegraph continued to be in mail service of the across the country and foreign countries and it is a lifeline of the country till today.             
          After Independence of the Country various Governments were in process of the progressive Nation Building and the Central Public Works Department was assigned all works of Government of India except Railways and Defence Sector.  The works of the Post & Telegraph Department was progressing with Telecommunication Systems also it was decided to create a separate Civil Wing under the Department in the year 1963.  Even the Budget in the Parliament was separate affair for the Department of Posts and Telegraph which was renamed later as Department of Posts & Telecommunications and was having the monopoly in the sector of mail movement as well as telephone and telegraph sector.
The objective and duties of the P&T Civil Wing was the construction of Departmental Buildings and maintenance of existing heritage buildings with its archeological and ambience which was constructed by the British Government and in possession of the Department of Posts & Telecommunications.  The responsibilities assigned to the Civil Wing by the Department are being attended with meager staff effectively.

          Considering the vast growth of telecommunication sector the Government of India have bifurcated the Department as Department of Posts and Department of Telecommunications with effect from 01.01.1985 but the P&T Civil Wing continued to be combined set up till 1993. When it was decided to bifurcate the Civil Wing in 1993, 99.3% Group-C & D staff have opted for the service in Department of Telecommunication and they have been accommodated as Telecom Office Assistant in the pay scale starting from 975/- as per the IVth CPC pay scales.  The major chunk of the Civil Wing units have also been transferred to Department of Telecommunications leaving only 14 SAG posts 31 Divisional level and 89 Sub-Divisional level offices including Civil and Electrical  Wings. Moreover the Assistant Director (Bldg.) and Junior Engineer (Bldg.) in Circle Offices also exists.   Thereafter the Postal Assistants working in operative and administrative offices were working on temporary transfer basis they were also drawing 975/- minimum pay as per the IVth CPC till 1996.  All the technical staff from the level of Chief Engineer up to the level of Junior Engineers, Draughtsman was working on temporary posting basis from Dept. of Telecommunications.

          The Department of Posts have never conducted a work study of the Civil Wing Units along with other units and kept out of the purview of the benefits extended to various cadres in the Department of Posts. Hence the cadre review is necessitated to boost the Civil Wing administrative and technical cadre of Junior Engineers, and Draughtsman and also technical and non-technical MTSs. to cater the present technological growth of the Department and effective remuneration benefits for their devotion to duty.
2.  Terms of Reference
The Chief  Engineer, DOP issued the following Reference2 for the Committee headed by Shri Lokesh Mehta, Superintending Engineer vide O.M.No.10-9(1)/CEND/Union Meeting/2013-14/441 and even No. dated 18.11.2014 for Restructuring of cadre of Civil Wing cadre.
i)             Review of all the Cadres of Civil Wing Staff (Non- Gazetted only), with an objective to give a balanced structure with comparable promotional avenues to its staff.
ii)             Review of eligibility conditions inter alia including educational/ technical qualifications for appointment to various cadres.
iii)           To consider creation/ abolition of posts in Civil Wing in order to make the recommendations of the committee implementable.
3.             Methodology
          The Committee members met on several dates  and discussed in detail the different aspects involved in Civil Wing cadre restructuring.. The concerns /grievances received from various Service Unions of Civil Wing were studied in depth.
          The Committee studied the present recruitment rules (educational qualifications, experience at entry level, etc.) nature of duties, promotional avenues, anomalies, stagnation being experienced by specific cadres compared to similar cadres in the . Comparison in terms of duties and responsibilities, recruitment rules and promotional avenues has been made with reference to other related Central Government s. The cadres entering with the same GP at entry level but having different promotional avenues thereafter were assessed. The Committee also looked at the anomalies arising for certain cadres due to implementation of VI CPC, with a view to recommend ways to address such anomalies and resultant grievances. 

2.            Context of Cadre Restructuring in Civil Wing

          There are two sections in Circle Office namely Administration Section, Works Section and owe the responsibility for the smooth, efficient functioning of both the Sections. All the Sections in-charges in turn report to the Superintending Engineer in connection with all the matters related to their respective Sections.

Administration Section: Office Superintendent (Non-Gazetted) is in-charge of this section under the control of a technical Assistant Engineer Cadre Officer namely Engineering Assistant to Superintending Engineer  Works Clerk Grade-I & II staff, MTS work in this section dealing with administrative matters. All the staff matters, including recruitment, leave granting, transfers, deputation, disciplinary, promotion, legal, and administrative matter is dealt by this section. Monthly regular statements on various subjects, important events, correspondence with higher and lower offices relating to Parliament questions and other statements, disposal of leave applications of staff and disposal of RTI applications is dealt by this section. This section deals with the matters related to Maintenance of Service books, Monthly accounts returns, Scrutinizing Medical bills and advances for sanctioning, preparation of Pension papers for onward submission to Director of Accounts, Pay bills preparation, and Processing Vehicle maintenance and repair bills etc

Works Section:  The Section is headed by Executive Engineer (P&D) with the support of Assistant Surveyor of Works i.e. Assistant Engineer cadre and Works Clerks

          There are three sections in Division Office namely Administration Section, Works Section and Drawing Section owe the responsibility for the smooth, efficient functioning of all the Sections.           The Executive Engineer office is responsible for following functions :-
1.   Providing infrastructure to Department
2.   Regular repair and maintenance to Post Office Building
3.   Day to-day maintenance of Postal Staff Quarters
4.   Works like construction of ATMs, Modernization of Post Offices, Upkeep of Post Offices, Look & Feel Operations, other infrastructure required for technological development of Department of Posts
5.   Rain water harvesting schemes, solar power packs, Green House Projects, Gender concern in buildings
6.   Fair rent calculation and rent assessments of rented buildings
7.   Providing infrastructure development to meet the requirement of IPPB

Works Section:  Under the guidance of Assistant Accounts Officer (who is posted from DAP and not at all versed with the works of Civil Divisions) the Section have to deal with sensitive in nature matters like preparation of tender documents, agreements, contractor bills, uploading of tenders in website, Taxation systems, Budget Management.  At present due to non-posting of Draughtsman in they are compelled to look after the duties of Draughtsman like preparation of estimates, extra item statement, deviation statement, preparation of rate analysis.

The present Multi Tasking Staff (Technical), (Group- C) prior to VI Central Pay Commission (CPC) were designated as Ferro Printer, Jeep Driver, Plumber, Carpenter, Mason, Lift Operator, Pump Operator, AC Mechanic, Wireman, Sewer Man(Group-D).. The Pre –Revised Scale of Pay of feeder Cadre  was 2550-55-2660-60-3200 (S1)

          In VI CPC the MTS categories were brought under one Scale i.e. (Pre-Revised Rs. 2550-55-2660-60-3200 (S1) to Rs. 5200-20200 with G.P 1800/- along with general Group-D officials in Civil Wing.  With this, the Recruitment Rules have become unsuitable for these Cadres as they become the feeder Cadre to highly skilled/skilled cadres . Further, VI CPC in Para no.3.83 recommended the following.

“In all future recruitments in the Central Government would only be in the posts belonging to Group-C or higher categories carrying minimum qualifications as Matriculation or ITI.”

1.                  Duties and responsibilities of MULTI TASKING EMPLOYEES

The Skilled/Semi Skilled MTS undertake the following duties and responsibilities:
i)                 Diagnose the defects and attend to all type of minor repairs of Departmental buildings, electrical appliances in the Post Offices and Staff Quarters.
ii)                 Attend to major assemblies, overhauling, replace worn-out spare parts, check the electrical appliances, sewer, water supply in staff colonies etc. etc.
iii)              Obtain annual fitness certificate from various authorities for supply of water, electricity etc. etc. after following prescribed procedure
xii.            Attend any other work assigned to him in the interest of service.

45% of the posts may grant the pay scale of Skilled Worker (GP of Rs.1900 in PB-1).

25% of the remaining 55% may grant the pay Scale of MCM (GP of Rs.4200 in PB-2), and the remaining posts may be divided in a ratio of 50:50 and re-designated as Semi Skilled  (GP of Rs.2400 in PB-I) Skilled (GP of Rs.2800 in PB-I).

          Whereas for Direct Recruits as per amendment vide DG P&T letter no.65-6/79/NCG dated “A certificate in the respective trade from any Technical Institution recognized by the Govt. OR VIII Std pass with experience of one year in the respective trade “is needed. The age limit for direct recruits is 18-30 years as on 1st July of the recruiting year.

          Due to fast growing technological changes in the electrical Industry, adoption of electronics supporting equipments etc., the Skilled and Semi Skilled are expected to have sound technical knowledge and qualifications. Therefore, we are of the view that, the educational qualifications for recruitment of Skilled/Semi skilled should be enhanced. It is informed that in the Department of Defence, CPWD and Railways got better promotional prospects for similar kind of work.. This is resulting in frustration and unhappiness among the MTS Cadre.

          The Foreman should be a promotional post for Skilled MTS. . The Foreman will be experts in their related field and they play important role to ensure proper supervision to Skilled to Unskilled MTS. Staff for attending the works without any hindrance for the functioning of Post Offices and Staff Colonies.

Further, the VI CPC recommended creation of new grade of Master Craftsman as an incentive to the Highly Skilled Artisans to remain in their own line and to enable Government to retain experienced and skilled staff in many critical trades. We would like to point out by Staff side representatives that Master Craftsman designation is available in Railways, in the PB-2 with GP Rs.4200/-. We request to follow the same in Civil Wing which can be designated as Foreman equivalent to Master Craftsman in Railways.

Eligibility Criteria for Promotions
i)               Foreman should have completed minimum 9 years of regular Service in the skilled grade to get the eligibility
ii)              Skilled MTS should have completed minimum 6 years of regular Service in the Semi Skilled or a combined service of 15 years in Semi Skilled  and Unskilled grade put together to get the eligibility
iii)             Semi-Skilled should have completed minimum 6 years of regular Service to get the eligibility for Unskilled MTS
          MTS  may be allowed to appear for Departmental examination subject to fulfilment of eligible criteria as per Recruitment rule

          We propose for amendment to the existing Recruitment rules
2.                  Issues and Grievances
The following suggestions/issues related to this cadre have been put before the Committee:
a)          Enhance the educational qualifications at the entry level according to requirement of the post
b)          The promotional avenue for MTS may be arrived at based on the CPWD/Railways and Defence Services Model
c)           Up gradation of Pay Scale to Foreman Rs 3200-85-4900(S6)
d)          GP of Foreman should be fixed as Rs.4200/- on promotion from eligible Skilled MTS 
e)          Feeder cadre MTS Skilled should be granted PB-3 with GP Rs.2400/- and educational qualifications with 10th Class with ITI in respective disciple
f)            Those who are in Semi skilled cadre should be placed in PB-3 with GP Rs.2000/- with 10th Class with ITI in respective disciple.
          We propose that the MTS (Technical) category of staff undertake risky and arduous nature of work, involving working in polluted and unhygienic environment beside performing very hard physical labour. Due to this nature of duties, we demand good future promotional prospects to this cadre, besides financial up gradation under MACP already exists but on hierarchy of posts.  We suggest enhancing educational qualifications of this category besides imparting good promotional avenues and future to this Category.

          It is highlighted that the MTS cadre is badly neglected and not having adequate promotional avenues on par with the other units of Department of Posts, though both are joining in the same Pay Band and GP at the entry level. This anomaly in the cadre should be removed by amending the policy of promotion to MTS on par with equivalent cadres of Department of Posts. This will reduce unrest amongst the Technical MTS personnel and improve their working efficiency besides maintaining the balance in the organization structure.

2.               Non Technical Cadres – Multi Tasking Staff

Non Technical Cadres include Chowkidars, Jamedars, Water Woman, Office Peon, Sweepers and Duftarie, etc. MTS (Non Technical) are recruited as per instructions from the Government of India from time to time
Duties and responsibilities
i)                 Maintenance of Diary/Dispatch/Movement Registers including entry in computer and physical maintenance of records.
ii)                Submission of periodical statements of routine nature like absentee statement etc.
iii)              Preparation and submission of indents with the approval of Supervisor.
iv)              Photocopying and sending of fax messages.
v)               Delivery of Dak within and outside building.
vi)              Watch and Ward/Care Taker duties, opening and closing of rooms, general cleanliness and upkeep of section/unit/office including dusting of furniture, cleaning of building, rooms, fixtures; upkeep of parks, lawns, potted plants etc.
vii)            Other non-clerical work in the section/unit.
                      
2.                  Issues/Grievances
a) The issues/grievances of the cadre should be studied by the Cadre Restructuring Committee
b)   The periodicity of MACP may be reduced to eight years.
c)    MTS (Non Technical) may be allowed to appear for the Departmental Examinations of the Department for various cadres according to their qualification.
3.     Proposal
The existing MACP is applicable to the MTS (Non Technical) cadres. As per the existing MACP rules, the periodicity is for 10 years.  Any reduction of periodicity for MTS (Non Technical) cadres will have implications for other cadres. However, it is a fact that there are no promotional opportunities for promotion to MTS (Non Technical) cadre resulting in frustration and unhappiness among the cadre. We are of the view that better promotional avenues should be made available for MTS (Non Technical) cadre. 


WORKS CLERK GRADE-I / II
1.                       Duties & Responsibilities
Works Clerk Grade-I & II staff, work in the administration section dealing with administrative matters. All the staff matters, including, leave granting, transfers, deputation, disciplinary, legal, and administrative matter is dealt by this section. Monthly regular statements on various subjects, important events, correspondence with higher and lower offices relating to Parliament questions and other statements, disposal of leave applications of staff and disposal of RTI applications is dealt by this section. This section deals with the matters related to Maintenance of Service books, Monthly accounts returns, Scrutinizing Medical bills and advances for sanctioning, preparation of Pension papers for onward submission to Director of Accounts, Pay bills preparation, and Processing Vehicle maintenance and repair bills etc

2.                  Issues & grievances
I) The Ministerial staff of Postal Civil Wing are recruited to the post of Works Clerk Grade-II (LDC) in the then pay scale of `950-1500 (IVth CPC) in 1996 subsequently revised by the Vth CPC to `3050-4590 with effect from 01.01.1996.  On implementation of VI CPC they were placed at Pay Band-1 (5200-20200)+Grade Pay `1900/- with effect from 01.01.2006. At this stage we would like to state that as per the recommendation of the IVth Pay Commission implementation the differences of Pay of Postal Assistant and Works Clerk Grade-II in Civil Wing was only `25/- i.e. 975-1500 & 950-1500 and the Postman was at the scale of pay starting from `825/- As there was no Civil Wing Cadre Union was available at the time of Vth Pay Commission nobody represented for enhancement of scale of pay equivalent to other cadres of Department of Posts and the Department also neglected our cadre to bring at par with the other cadres.  The Fifty Pay Commission has recommended for Postal/Sorting Assistants minimum as `4000 and the Postman as `3200 whereas the Works Clerks Grade-II were placed at `3050/- and Works Clerk Grade-I at `4000/-.  Further to state that the administrative offices like circle office and regional office was also following LDC/UDC pattern till implementation of Vth Pay Commission with effect from 01.01.1996 but it was upgraded to Postal Assistant Cadre.  The only left cadre was Civil Wing employees.

          In brief the Postman who are drawing less pay in IV Pay Commission that the Works Clerk Grade-II in the Department of Posts were placed at higher level without considering the sensitive works carriers of the Department.  All other units of the Department of Posts have revised the scale to `4000-6000 since 01.01.1996 but we were denied the benefits.

          Currently the Works Clerk Grades of Civil Wing are covered by MACP Scheme under which only financial up-gradations are given. There are only promotional avenues to this cadre. As they are entering in the feeder cadre along with Postal Assistants in PO’S, SBCO, CO/RO, RLO, RMS and Foreign Post Organization with same procedure syllabus and Scheme, they may be treated on par with others and for all promotions in different cadres they may be made eligible to participate in the competitive examinations and vice versa. This will open promotional avenues to them.

          The suggestion for giving fast track promotion and upgrading to GP Rs.2800/- in PB-1, after attaining 8 years  of  Service, to GP Rs.4200/- in PB-2,  after attaining 15 years of Service and to GP Rs.4600/- after attaining 18 years of service,
          We are forwarding the request for giving fast track promotion and upgrading to higher GP for Civil Wing
CONCLUSION
          The 21st Century requirement of the Department of Posts as a whole is providing good service to the general public in good ambience by introducing the latest technology development in all aspects.  To reach the aim there is a need for strengthened infrastructure development is required then only the competency will enhance and best attractive point of service to the general public will achieve.
          At the time of currency of the Vth Central Pay Commission all the posts of Civil Wing was occupied by the staff of Department of Telecom optees hence there was no representation before the CPC was made bringing the importance and sensitive nature of work they have undertaking for the Department and hence neglected in all spheres except general recommendations.
          As furnished in previous paras the duties of Civil Wing Staff are of the sensitive in nature like preparation of tender documents, agreements, contractor bills, uploading of tenders, dealing with RTI cases, Dealing with Court and Arbitration Cases, Taxation System, Budget Management, Establishment cases such as recruitment, promotions, disciplinary proceedings and also the vigilance related matters which requires high attention.  All  the Draughtsman post are lying vacant they are compelled to look after their duties also like preparation of estimates, extra item statements, deviation statements, preparation of rate analysis. 
          As all technical nature of works on the basis of contractual agreements, if there is any mere lapse of concentration and absence of mind happens there will be a loss to the Government and invites legal implications.  Hence the boosting of remuneration will enhance the output from the staff side for the betterment of the Department. 
          Over and above the staff working in Civil Wing is liable to be posted in co-ordination circle jurisdiction which includes hard areas, islands and troubled Indo-Bangaladesh, China & Pakistan states.  The liability of transfer is only available in the Department of Posts rests only in Civil Wing

Necessary modifications in the Recruitment Rules have to be made by the Department.  As there is already considerable reduction of posts we are having no proposal for matching savings to the financial implications hence we have not calculated the same.   However, we propose to abolish the posts of Engineering Assistant to Superintending Engineers and the post either Assistant Accounts Officer or Senior Accounts Officer in Postal Civil/Electrical Divisions as the Assistant/Junior Administrative Officer proposed can handle all the works pertaining to Civil Wing offices as they are well versed with the functions, rules and regulations of Civil Wing.


We are submitting this proposals with great expectation for a favorable consideration from the Department and we hope the aspirations of  Civil Wing Employees will be meted out with effect from 01.01.1996.
